2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Paul White on his |
4 | | retirement from Community Action after 38 years of service; and |
5 | | WHEREAS, Paul White began working at the CEFS Economic |
6 | | Development Corporation on
December 4, 1978 and has dedicated |
7 | | his life to the mission of Community Action and fighting
the |
8 | | war on poverty; and
|
9 | | WHEREAS, Before joining the CEFS, Paul White served his
|
10 | | country in Vietnam as a member of the United States Military; |
11 | | and |
12 | | WHEREAS, Paul White became the Chief Executive Officer of |
13 | | the CEFS on August 13, 1980; and |
14 | | WHEREAS, Under the leadership of Paul White, CEFS has grown |
15 | | to employ over 240 employees and manages a budget of 16 million |
16 | | dollars; and |
17 | | WHEREAS, During the tenure of Paul White as CEO of CEFS, it |
18 | | started the Literacy Program, grew the
Workforce Innovation and |
19 | | Opportunity Act Program, which covers 14 counties in Central |
20 | | Illinois, and started such programs as Head Start, Housing |

1 | | Counseling,
Medicare education, and Energy Conservation, which |
2 | | supports low-income people in achieving self-sufficiency; |
3 | | programs such as Weatherization, LIHEAP, Outreach,
CSBG, RSVP, |
4 | | Housing, and Meals on Wheels have provided vital support |
5 | | services to individuals
and families; and |
6 | | WHEREAS, CEFS has became a rural transportation provider
|
7 | | through the Illinois Department of Transportation, which has |
8 | | grown to include seven counties and
provide over 120,000 trips |
9 | | annually; and
|
10 | | WHEREAS, Over the past 36 years, by the proactive |
11 | | leadership of Paul White, it is estimated that CEFS has |
12 | | provided approximately 500,000
services to low-income people; |
13 | | and
|
14 | | WHEREAS, Paul White has served on the boards of Local |
15 | | Workforce #23, Illinois Ventures for Community Action, South |
16 | | Central Continuum of Care,
and Shelby County Community |
17 | | Services; and he has served on Board of the Illinois |
18 | | Association of Community Action Agencies for over 20 years; |
19 | | therefore, be it

20 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
21 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
22 | | congratulate Paul White on his retirement from Community Action |
