2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives wish to congratulate Fairview Heights Police |
4 | | Chief Nicholas Gailius on his selection as the 2017 Police |
5 | | Chief of the Year by the Illinois Association of Chiefs of |
6 | | Police; and
|
7 | | WHEREAS, The association recognized the leadership of |
8 | | Chief Gailius after the unrest in Ferguson, Missouri in the |
9 | | fall of 2014; he was called upon to lead the Unified Command |
10 | | Center of local chiefs, who in turn collaborated with federal |
11 | | and State agencies; and
|
12 | | WHEREAS, The achievements of Chief Gailius include: |
13 | | creation of the city's first "Volunteers in Police Service";
|
14 | | co-founder of the Fairview Heights Youth Initiative group |
15 | | mentoring project; creation of a cadet program, Metro-East |
16 | | Cadets of Policing; creation of the Neighborhood Enforcement |
17 | | Officers program; initiating the T.R.A.C.E.R. unit (Targeting |
18 | | Residential and Area Concerns through Enforcement and |
19 | | Responsiveness); and spearheading community outreach with |
20 | | diverse leaders and community representatives; and
|
21 | | WHEREAS, Chief Gailius has served as Chief in Fairview |
22 | | Heights since 2010; he started with the department as a Police |

1 | | Explorer at the age of 14 and has served the city ever since; |
2 | | he has served as a Dispatcher, Patrolman, Undercover Agent, |
3 | | Detective, Sergeant, Emergency Services and Disaster Agency |
4 | | Coordinator, Lieutenant, and Assistant Chief; he is a past |
5 | | President of the Southern Illinois Police Chiefs Association; |
6 | | and
|
7 | | WHEREAS, Chief Gailius has a bachelor's degree from Western |
8 | | Illinois University and a master's degree from Lindenwood |
9 | | University; he graduated from the FBI National Academy and |
10 | | Southern Police Institute; and
|
11 | | WHEREAS, Chief Gailius will receive his award on April 21, |
12 | | 2017 during the Illinois Association of Chiefs of Police annual |
13 | | awards banquet in Oak Brook; therefore, be it
|
14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
15 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
16 | | congratulate Fairview Heights Police Chief Nicholas Gailius on |
17 | | his selection as the 2017 Police Chief of the Year by the |
18 | | Illinois Association of Chiefs of Police; and be it further

19 | | RESOLVED, That a suitable copy of this resolution be |
20 | | presented to Chief Gailius as an expression of our esteem and |
21 | | respect.
