2 | | WHEREAS, The rise of gun violence in the City of Chicago |
3 | | has begun to spread to Chicago-area expressways at an |
4 | | ever-increasing rate; and
|
5 | | WHEREAS, As of the end of 2016, there were 51 shootings on |
6 | | Chicago-area expressways, compared to 37 in 2015; and
|
7 | | WHEREAS, Governor Bruce Rauner has proposed that the State |
8 | | add hundreds of new Illinois State Police to combat the growing |
9 | | number of shooting incidents on Chicago-area expressways; and
|
10 | | WHEREAS, The Chicago Crime Commission has requested that |
11 | | State and federal officials purchase a high-tech expressway |
12 | | video surveillance system, which would assist law enforcement |
13 | | in identifying and apprehending those responsible for the |
14 | | expressway gun violence; and
|
15 | | WHEREAS, The area just south of Interstate 290 is popularly |
16 | | referred to as the "Heroin Highway" because of the easy access |
17 | | to the drug it offers city and suburban residents; the heroin |
18 | | epidemic within the City of Chicago is believed to be fueling |
19 | | much of the gun-related violence that is now spilling onto |
20 | | Chicago-area expressways; therefore, be it
