2 | | WHEREAS, Public Act 95-565 directed the Illinois |
3 | | Department on Aging (IDoA) to create
a "determination of need" |
4 | | (DON) tool to accurately determine the level of need for

5 | | services for seniors and persons with disabilities; and
|
6 | | WHEREAS, In Illinois, the Community Care Program serves |
7 | | people age 60 and older,
and the Home Services Program (HSP) |
8 | | serves people with disabilities age 59 and
younger; both |
9 | | programs utilize the same Determination of Need (DON) tool to |
10 | | determine
program eligibility and allocate service dollars; |
11 | | and
|
12 | | WHEREAS, The Community Care Program operated by the |
13 | | Department on Aging provides home care
services to over 100,000 |
14 | | elder adults, ensuring that they are able to stay in their |
15 | | homes and avoid
the more costly institutional settings; and
|
16 | | WHEREAS, The Home Services Program operated by the |
17 | | Department of Human Services serves 26,000
adults with |
18 | | disabilities allowing them to stay and function in their own |
19 | | homes and improve their
quality of life; and

20 | | WHEREAS, Governor Rauner has repeatedly tried to increase |
21 | | the DON Score from 29
to 37, placing thousands of seniors and |
