HOUSE JOINT RESOLUTION

 
2    WHEREAS, On May 16, 2017, Amtrak conductor and
3SMART-Transportation Division member Michael Case was shot by a
4passenger while performing his official duties at the
5Naperville Amtrak station; and
 
6    WHEREAS, While Michael Case is on a positive road to
7recovery, he spent 10 weeks in the hospital and endured
8numerous extensive surgeries; and
 
9    WHEREAS, This incident is one of 73 recorded assaults on
10Amtrak crewmembers since 2015; and
 
11    WHEREAS, While this most extreme example of violence is
12rare, we know passenger rail workers are increasingly facing
13other forms of violence and abuse; and
 
14    WHEREAS, There are no national standards for preventing
15assaults on passenger and commuter rail workers, despite the
16increase in assaults across the country; and
 
17    WHEREAS, Given the interstate nature of passenger rail and
18related concerns with transportation security, strong federal
19protections may be appropriate; and

1    WHEREAS, On the one-year anniversary of Michael Case's
2shooting, Illinois U.S. Senator Tammy Duckworth, along with
3U.S. Senator John Hoeven, have introduced in the U.S. Senate,
4the Passenger Rail Crew Protection Act; and
 
5    WHEREAS, This legislation would simply provide the same
6federal protections for passenger rail crewmembers that
7airline crewmembers currently have, so that any assault or
8intimidation of a rail crewmember would be handled under
9federal law; therefore, be it
 
10    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
11HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
12CONCURRING HEREIN, that we support the introduction and passage
13of the Passenger Rail Crew Protection Act; and be it further
 
14    RESOLVED, That suitable copies of this resolution be
15delivered to U.S. Senators Tammy Duckworth and Dick Durbin, all
16members of the Illinois Congressional Delegation, and Amtrak
17conductor and SMART-TD member Michael Case.
