1 | | HOUSE JOINT RESOLUTION
|
2 | | WHEREAS, State Employees Group Insurance provides |
3 | | healthcare coverage for Illinois state employees
and |
4 | | dependents; and
|
5 | | WHEREAS, State employees group insurance costs the State |
6 | | nearly $2 billion annually; and
|
7 | | WHEREAS, It is important to continue to provide adequate |
8 | | care to Illinois employees and their families
while also being |
9 | | economically efficient; and |
10 | | WHEREAS, In 2017, the City of Springfield, in an effort to |
11 | | address the situation of rising healthcare costs,
opened an |
12 | | employer sponsored health clinic; and |
13 | | WHEREAS, Springfield School District 186 and Sangamon |
14 | | County are partnering to launch a similar health clinic option |
15 | | for their employees; and |
16 | | WHEREAS, An employer-sponsored health clinic is designed |
17 | | to be a clinic where employees are able to
receive various |
18 | | services, including lab work and medical care for minor issues |
19 | | with no out-of-pocket
costs to the employee and dependents; and

1 | | WHEREAS, The issue of controlling health care costs has |
2 | | been a contentious issue for the State of Illinois
and its |
3 | | employee unions through the collective bargaining process for |
4 | | many years, with the current
contract being tied up in the |
5 | | judicial system; and
|
6 | | WHEREAS, An employer-sponsored health clinic for employees |
7 | | and dependents can see savings by
paying a flat contracted rate |
8 | | between the clinic and the employer rather than paying much |
9 | | higher rates
at similar clinics under health insurance plans; |
10 | | and
|
11 | | WHEREAS, As the cost of health care in Illinois and across |
12 | | the country continues to rise, it is vital that the
State of |
13 | | Illinois look for innovative ways to provide access to care for |
14 | | its employees, dependents, and
retirees while at the same time |
15 | | maintaining current levels of care and doing so at a lower |
16 | | overall cost
to taxpayers in Illinois; therefore, be it

17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
18 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE |
19 | | CONCURRING HEREIN, that there is created the State Sponsored |
20 | | Health Clinic Task Force to study the possibility of |
21 | | implementing a State of Illinois
sponsored health clinic for |
22 | | state employees, dependents, and retirees, with the purpose of
|
23 | | providing quality care and annual savings to State's overall |

1 | | group insurance costs; and be it further |
2 | | RESOLVED, That the Task Force shall be composed of the |
3 | | following members, to serve without
compensation: |
4 | | 1) Two individuals appointed by the Speaker of the |
5 | | House; |
6 | | 2) Two individuals appointed by the Minority Leader of |
7 | | the House; |
8 | | 3) Two individuals appointed by the President of the |
9 | | Senate; |
10 | | 4) Two individuals appointed by the Minority Leader of |
11 | | the Senate; |
12 | | 5) One individual appointed by the Governor; and |
13 | | 6) One individual appointed by the president/director |
14 | | of a union representing the largest amount of State |
15 | | employees; and be it further |
16 | | RESOLVED, That the Department of Central Management |
17 | | services shall provide administrative support for the Task |
18 | | Force;
and be it further |
19 | | RESOLVED, That the Task Force shall submit its final report |
20 | | to the General Assembly no later than December 31, 2018, and |
21 | | upon the filing of its report, the Task Force is dissolved; and |
22 | | be it further

1 | | RESOLVED, That suitable copies of this resolution be |
2 | | delivered to the Director of Central Management
Services, the |
3 | | Speaker of the House, the Minority Leader of the House, the |
4 | | President of the Senate, the
Minority Leader of the Senate, the |
5 | | Governor, and the president/director of a union representing |
6 | | the largest amount of State
employees.
