2 | WHEREAS, It is highly fitting that the Illinois General
| ||||||
3 | Assembly pays honor and respect to the truly great individuals
| ||||||
4 | who have served our country and, in doing so, have made the
| ||||||
5 | ultimate sacrifice for our nation; and
| ||||||
6 | WHEREAS, Specialist 4 Michael Harold Flood was born in | ||||||
7 | Effingham on October 1, 1948, the first child of Harold Joseph | ||||||
8 | and Anna Charlene (Crose) Flood; he, along with his siblings, | ||||||
9 | Patricia Marie (Turner), Daniel Joseph, Kathleen Ann | ||||||
10 | (Darling), Marlene Ann (Van Matre), Kevin Eugene, and Larry | ||||||
11 | Eugene, lived on the family farm in rural Toledo; and
| ||||||
12 | WHEREAS, SPC Flood started working with his father at a | ||||||
13 | young age, caring for cattle and pigs and working on farm | ||||||
14 | equipment; he started assisting with harvesting the crops as | ||||||
15 | soon as his feet could touch the pedals on the equipment; his | ||||||
16 | favorite class in high school was building and trades, which he | ||||||
17 | took all four years; his class built a new house every school | ||||||
18 | year on Route 121 near the high school; he loved building so | ||||||
19 | much that he decided after graduation he wanted to work full | ||||||
20 | time at the builder's supply store in Toledo; and | ||||||
21 | WHEREAS, SPC Flood joined the United States Army on April | ||||||
22 | 3, 1968; he was a combat medic assigned
to Company B, 1st |

1 | Battalion, 506th Infantry, 101st Airborne; he was killed in | ||||||
2 | action on Good Friday, April 4, 1969 while on routine patrol | ||||||
3 | outside a
firebase above the Ashau Valley; he died
while | ||||||
4 | providing medical aid to others who were wounded in action; for | ||||||
5 | his
extraordinary bravery under fire, he was posthumously | ||||||
6 | awarded the Silver Star and the Bronze Star; and | ||||||
7 | WHEREAS, SPC Flood loved cars and the races; he aspired to | ||||||
8 | be a race car driver and perhaps one day race in Nascar when he | ||||||
9 | returned from Vietnam and completed his service; and | ||||||
10 | WHEREAS, Throughout high school, SPC Flood was active in | ||||||
11 | the Future Farmers of America and for 25 years his parents | ||||||
12 | provided a monetary award and trophy in his memory to an | ||||||
13 | outstanding FFA senior; therefore, be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
15 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | ||||||
16 | CONCURRING HEREIN, that we designate the segment of Illinois | ||||||
17 | Route 121 in Cumberland County between CR 1450 East and CR 1600 | ||||||
18 | East as the "SPC Michael Flood Memorial Highway"; and be it | ||||||
19 | further | ||||||
20 | RESOLVED, That the Illinois Department of Transportation
| ||||||
21 | is requested to erect at suitable locations, consistent with
| ||||||
22 | State and federal regulations, appropriate plaques or signs
|
| |||||||
| |||||||
1 | giving notice of the name
the "SPC Michael Flood Memorial | ||||||
2 | Highway"; and be it further
| ||||||
3 | RESOLVED, That suitable copies of this resolution be | ||||||
4 | presented to the family of SPC Flood and the Secretary of | ||||||
5 | Transportation.
