1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, The Illinois General Assembly takes pride in | ||||||
3 | recognizing the accomplishments and contributions of State | ||||||
4 | officials and citizens and would like to honor the lasting | ||||||
5 | legacy of Governor Dwight Herbert Green, the thirty-second | ||||||
6 | governor of Illinois; and
| ||||||
7 | WHEREAS, Governor Green was born in Ligonier, Indiana on | ||||||
8 | January 9, 1897; he attended Wabash College from 1915 to 1917, | ||||||
9 | but his education was interrupted with the outbreak of World | ||||||
10 | War I; and
| ||||||
11 | WHEREAS, Governor Green joined the United States Army Air | ||||||
12 | Service and served as a second lieutenant, an army pilot, and a | ||||||
13 | flying instructor; after his military service, he returned to | ||||||
14 | his educational pursuits; he studied at Stanford in 1919 and | ||||||
15 | earned a law degree from the University of Chicago in 1922; and
| ||||||
16 | WHEREAS, Governor Green entered public service after | ||||||
17 | establishing a successful legal career in Chicago, securing an | ||||||
18 | appointment in 1926 as a special attorney with the Bureau of | ||||||
19 | Internal Review; in 1927, he served as a special assistant to | ||||||
20 | the United States Attorney for the Northern District of | ||||||
21 | Illinois, where he was also one of the prosecutors in the | ||||||
22 | income tax evasion trial of Al Capone; and

1 | WHEREAS, Governor Green served as Illinois U.S. Attorney | ||||||
2 | from 1932 until 1935; while he was an unsuccessful 1939 Chicago | ||||||
3 | mayoral candidate, he won the 1940 Republican gubernatorial | ||||||
4 | nomination and was sworn into the governor's office on January | ||||||
5 | 13, 1941; and
| ||||||
6 | WHEREAS, At the end of the same year, Pearl Harbor thrust | ||||||
7 | Governor Green into the job of leading one of the largest U.S. | ||||||
8 | state governments during World War II; he won widespread | ||||||
9 | support during the war and was reelected in 1944 to serve a | ||||||
10 | second full term; and
| ||||||
11 | WHEREAS, During his tenure, the Chicago transit system was | ||||||
12 | obtained, the publicly owned-port authority was sanctioned, | ||||||
13 | and veteran programs that focused on rehabilitation, | ||||||
14 | reemployment, and retraining were all advanced; an interracial | ||||||
15 | commission was authorized to look into racism complaints in the | ||||||
16 | employment and housing sectors and legislation was instituted | ||||||
17 | that made the teaching of American history and the ideology of | ||||||
18 | republican government a mandatory requirement in public | ||||||
19 | schools; after running unsuccessfully for a third term, Green | ||||||
20 | left office on January 10, 1949 and retired from politics; and
| ||||||
21 | WHEREAS, Governor Green passed away on February 20, 1958 | ||||||
22 | and was buried at the Rosehill Cemetery in Chicago; therefore, |

2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
3 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | ||||||
4 | CONCURRING HEREIN, that we designate the Illinois State Armory | ||||||
5 | Building in Springfield, Illinois as the Governor Dwight H. | ||||||
6 | Green State Armory Building; and be it further
| ||||||
7 | RESOLVED, That the office of Central Management Services is | ||||||
8 | requested to erect at suitable locations, consistent with State | ||||||
9 | and federal regulations, appropriate plaques or signs giving | ||||||
10 | notice of the name "Governor Dwight H. Green State Armory | ||||||
11 | Building"; and be it further
| ||||||
12 | RESOLVED, That suitable copies of this resolution be | ||||||
13 | presented to the family of Governor Green, the Department of | ||||||
14 | Central Management Services, the Illinois State Police, and the | ||||||
15 | Illinois Secretary of State.
