HOUSE JOINT RESOLUTION

  
 
2    WHEREAS, It is highly fitting that the Illinois General 
3Assembly pays honor and respect to those individuals
who have 
4given their lives in the line of duty; and
  
 
5    WHEREAS, Patrick Michael Righi Barnard was born on December 
620, 1973, in Peoria; his parents were Michael and
Cathy Lohnes 
7Righi; and
  
 
8    WHEREAS, Patrick Barnard got his middle name from his 
9father, former Tazewell County Sheriff's Deputy
Michael G. 
10Righi, who preceded him in death in 1977; and
  
 
11    WHEREAS, Patrick Barnard was a 1992 graduate of Tremont 
12High School and had always dreamed of following in his
father's 
13footsteps and becoming a police officer; he was working as an

14officer with the Burbank Police Department in Cook County and 
15had plans to become an accident scene
investigator; he had 
16previously worked for the Markham Police Department; and
  
 
17    WHEREAS, While off-duty on November 25, 2004, Patrick 
18Barnard had stopped to assist a stranded
motorist and was 
19struck in a hit-and-run accident; he died while he was helping 
20others, which was in his
nature; he will always be remembered 
21for his sense of humor and his fun-loving attitude; and

1    WHEREAS, Patrick Barnard was preceded in death by his 
2sister, Shelly Righi; and
 
3    WHEREAS, The passing of Patrick Barnard has been deeply 
4felt by many, especially his parents, Cathy
and Robert Barnard; 
5his sister, Stacey (David) Welter; and his grandmother,
Marge 
6Barnard; therefore, be it
  
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE 
8HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE 
9CONCURRING HEREIN, that we designate the Interstate 55 overpass 
10at Towanda, Exit 171 as the "Officer Patrick Michael Righi 
11Barnard Memorial Overpass"; and be it further
  
 
12    RESOLVED, That the Illinois Department of Transportation 
13is requested to erect at suitable locations,
consistent with 
14State and federal regulations, appropriate plaques or signs 
15giving notice of the name of
the "Officer Patrick Michael Righi 
16Barnard Memorial Overpass"; and be it further
 
17    RESOLVED, That suitable copies of this resolution be 
18presented to the Secretary of the Illinois
Department of 
19Transportation and the family of Officer Patrick Michael Righi 
20Barnard.
