1 | HOUSE JOINT RESOLUTION

2 | WHEREAS, Subsection (b) of Section 2 of Article VIII | ||||||
3 | (Finance) of the Constitution of Illinois
states the following | ||||||
4 | requirement: "Appropriations for a fiscal year shall not exceed | ||||||
5 | funds
estimated by the General Assembly to be available during | ||||||
6 | that year."; and
| ||||||
7 | WHEREAS, Pursuant to this constitutional mandate, it is the | ||||||
8 | duty of the Illinois legislature to
adopt a revenue estimate | ||||||
9 | for each and every fiscal year in order to have a basis from | ||||||
10 | which to
design a budget that is balanced; and
| ||||||
11 | WHEREAS, Subsection (a) of Section 4 of the Commission on | ||||||
12 | Government Forecasting and
Accountability Act directs the | ||||||
13 | Commission to publish, on the third
Wednesday in March of each | ||||||
14 | year, revised revenue estimates for the approaching fiscal | ||||||
15 | year; and | ||||||
16 | WHEREAS, For FY 2018, the Commission on Government | ||||||
17 | Forecasting and Accountability estimates that Illinois will | ||||||
18 | generate $33.991 billion, including
federal and State Sources; | ||||||
19 | with regard to the Subtotal of General Funds generated for FY | ||||||
20 | 2018,
the Commission estimates that the State will have $31.147 | ||||||
21 | billion in total general revenues once allocations
are made to | ||||||
22 | the Refund Fund, Fund for Advancement of Education, and the |

1 | Commitment to
Human Services Fund; and
| ||||||
2 | WHEREAS, The Governor's Office of Management and Budget | ||||||
3 | reports in their
revenue estimate that for FY 2018: Illinois | ||||||
4 | will generate a total of $34.401 billion when
including total | ||||||
5 | federal and State sources; with regard to the Subtotal of | ||||||
6 | General Funds generated
for FY 2018, the Office estimates that | ||||||
7 | the State will have $31.476 billion in total general revenues
| ||||||
8 | once allocations are made to the Refund Fund, Fund for | ||||||
9 | Advancement of Education, and the
Commitment to Human Services | ||||||
10 | Fund; the Office has included two key assumptions in the budget
| ||||||
11 | book, including $300 Million to be received from the sale of | ||||||
12 | the Thompson Center and $942 in
Fund for Advancement of | ||||||
13 | Education and Commitment to Human Services Fund | ||||||
14 | re-classification
under general funds definitions; and
| ||||||
15 | WHEREAS, The legislature has a proper basis from which to | ||||||
16 | adopt a revenue estimate for FY
2018, with the figures provided | ||||||
17 | by the Commission on Government Forecasting and Accountability | ||||||
18 | and the Governor's Office of Management and Budget; and
| ||||||
19 | WHEREAS, The legislature needs to adopt a revenue estimate | ||||||
20 | that combines that the figures
provided by the Commission on | ||||||
21 | Government Forecasting and Accountability and the Governor's | ||||||
22 | Office of Management and Budget; therefore, be it

1 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
2 | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE | ||||||
3 | CONCURRING HEREIN, that General Assembly will adopt an FY 2018 | ||||||
4 | revenue estimate that is inclusive of the
figures provided by | ||||||
5 | the Commission on Government Forecasting and Accountability | ||||||
6 | and the Governor's Office of Management and Budget and outlines | ||||||
7 | the funds that will be available during the
fiscal year | ||||||
8 | beginning July 1, 2017, for the purposes of meeting the | ||||||
9 | constitutional obligation set
forth in subsection (b) of | ||||||
10 | Section 2 of Article VIII of the Illinois Constitution; and be | ||||||
11 | it further

12 | RESOLVED, That suitable copies of this resolution be | ||||||
13 | delivered to the Speaker of the Illinois
House of | ||||||
14 | Representatives, the President of the Illinois Senate, the | ||||||
15 | House Minority Leader, and
the Senate Minority Leader.
