AMENDMENT TO HOUSE JOINT RESOLUTION 25

2    AMENDMENT NO. ___. Amend House Joint Resolution 25 by
3replacing everything after the heading with the following:
 
4    "WHEREAS, The development of distributed databases and
5ledgers protected against revision by publicly-verifiable open
6source cryptographic algorithms, and protected from data loss
7by distributed records sharing, colloquially called
8"blockchain", has reached a point where the opportunities for
9efficiency, cost savings, and cybersecurity deserve
10legislative study; and
 
11    WHEREAS, Blockchain technology is a promising way to
12facilitate a transition to more efficient government service
13delivery models and economies of scale, including facilitating
14safe, paperless transactions, and permanent recordkeeping
15immune to cyber-attacks, and data destruction; and

1    WHEREAS, Blockchain technology can reduce the prevalence
2of government's disparate, computer systems, databases, and
3custom-built software interfaces, reducing costs associated
4with maintenance and implementation and allowing more regions
5of the state to participate in electronic government services;
6and
 
7    WHEREAS, Nations and municipalities across the world are
8studying and implementing government reforms that bolster
9trust and reduce bureaucracy through verifiable open source
10blockchain technology in a variety of use cases from medical
11records, land records, banking, and property auctions; and
 
12    WHEREAS, The State of Illinois, through the recently
13created Illinois Blockchain Initiative, has promoted a
14collaborative regulatory exchange with technology firms,
15software developers, and service providers, so that if
16regulation is needed, it will be the product of a collaborative
17and proactive approach, with the goal of encouraging economic
18development through innovation; therefore, be it
 
19    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
20HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
21CONCURRING HEREIN, that there is created the Illinois
22Legislative Blockchain and Distributed Ledger Task Force to
23study how and if State, county, and municipal governments can

1benefit from a transition to a blockchain based system for
2recordkeeping and service delivery; and be it further
 
3    RESOLVED, That the Task Force will consist of the following
4members:
 
5        (1) two members appointed by the Speaker of the House
6    of Representatives, one who shall be designated as
7    Co-Chairperson;
 
8        (2) two members appointed by the House Minority Leader;
 
9        (3) two members appointed by the President of the
10    Senate, one who shall be designated as Co-Chairperson;
 
11        (4) two members appointed by the Senate Minority
12    Leader;
 
13        (5) one member appointed by the Cook County Recorder of
14    Deeds;
 
15        (6) one member appointed by the Cook County Clerk;
 
16        (7) one member appointed by the state Division of
17    Banking;

1        (8) one member appointed by the Secretary of State;
 
2        (9) one member appointed by the Illinois Department of
3    Commerce and Economic Opportunity;
 
4        (10) two members appointed by the Illinois Department
5    of Innovation and Technology;
 
6        (11) one member appointed by the Illinois Department of
7    Insurance; and
 
8        (12) one member appointed by the Illinois Department
9    Financial and Professional Regulation; and be it further
 
10    RESOLVED, That all appointments shall be confirmed by both
11Co-Chairpersons; and be it further
 
12    RESOLVED, That all appointments to the Task Force shall be
13made within 60 days after the adoption of this resolution;
14vacancies in the Task Force shall be filled by their respective
15appointing authorities within 30 days after the vacancy occurs;
16and be it further
 
17    RESOLVED, That the Task Force members shall serve without
18compensation; and be it further

1    RESOLVED, That the Task Force may employ skilled experts
2with the approval of the Co-Chairpersons, and shall receive the
3cooperation of any State agencies it deems appropriate to
4assist the Task Force in carrying out its duties; and be it
5further
 
6    RESOLVED, That the members of the Task Force shall be
7considered members with voting rights; a quorum of the Task
8Force shall consist of a majority of the members; and be it
9further
 
10    RESOLVED, That the Task Force shall meet initially at the
11call of the Co-Chairpersons, no later than 90 days after the
12adoption of this resolution, and shall thereafter meet at the
13call of the Co-Chairpersons; and be it further
 
14    RESOLVED, That the Illinois Department of Innovation and
15Technology shall provide administrative and other support to
16the Task Force; and be it further
 
17    RESOLVED, That the Task Force shall research, analyze, and
18consider:
 
19        (1) Opportunities and risks associated with using
20    blockchain and distributed ledger technology;

1        (2) Different types of blockchains, both public and
2    private, and different consensus algorithms;
 
3        (3) Projects and use cases currently under development
4    in other states and nations, and how those cases could be
5    applied in Illinois;
 
6        (4) How current State laws can be modified to support
7    secure, paperless recordkeeping;
 
8        (5) The State Public Key Infrastructure and digital
9    signatures; and
 
10        (6) Official reports and recommendations from the
11    Illinois Blockchain Initiative; and be it further
 
12    RESOLVED, That the Task Force shall present its findings
13and recommendations to the General Assembly in a report on or
14before January 1, 2018."
