AMENDMENT TO HOUSE JOINT RESOLUTION 25

2    AMENDMENT NO. ___. Amend House Joint Resolution 25 as
3follows:
 
4by deleting everything and replacing it with the following:
 
5    "WHEREAS, The development of distributed databases and
6ledgers protected against revision by publicly-verifiable open
7source cryptographic algorithms, and protected from data loss
8by distributed records sharing, colloquially called
9"blockchain", has reached a point where the opportunities for
10efficiency, cost savings, and cybersecurity deserve
11legislative study; and
 
12    WHEREAS, Blockchain technology is a promising way to
13facilitate a transition to more efficient government service
14delivery models and economies of scale, including facilitating
15safe, paperless transactions, and permanent recordkeeping

1immune to cyber-attacks, and data destruction; and
 
2    WHEREAS, Blockchain technology can reduce the prevalence
3of government's disparate, computer systems, databases, and
4custom-built software interfaces, reducing costs associated
5with maintenance and implementation and allowing more regions
6of the state to participate in electronic government services;
7and
 
8    WHEREAS, Nations and municipalities across the world are
9studying and implementing government reforms that bolster
10trust and reduce bureaucracy through verifiable open source
11blockchain technology in a variety of use cases from medical
12records, land records, banking, and property auctions; and
 
13    WHEREAS, The State of Illinois, through the recently
14created Illinois Blockchain Initiative, has promoted a
15collaborative regulatory exchange with technology firms,
16software developers, and service providers, so that if
17regulation is needed, it will be the product of a collaborative
18and proactive approach, with the goal of encouraging economic
19development through innovation; therefore, be it
 
20    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
21HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that there
22is created the Illinois Legislative Blockchain and Distributed

1Ledger Task Force to study how and if State, county, and
2municipal governments can benefit from a transition to a
3blockchain based system for recordkeeping and service
4delivery; and be it further
 
5    RESOLVED, That the Task Force will consist of the following
6members:
 
7        (1) two members appointed by the Speaker of the House
8    of Representatives, one who shall be designated as
9    Co-Chairperson;
 
10        (2) two members appointed by the House Minority Leader;
 
11        (3) two members appointed by the President of the
12    Senate, one who shall be designated as Co-Chairperson;
 
13        (4) two members appointed by the Senate Minority
14    Leader;
 
15        (5) one member appointed by the Cook County Recorder of
16    Deeds;
 
17        (6) one member appointed by the Cook County Clerk;
 
18        (7) one member appointed by the state Division of

1    Banking;
 
2        (8) one member appointed by the Secretary of State;
 
3        (9) one member appointed by the Illinois Department of
4    Commerce and Economic Opportunity;
 
5        (10) two members appointed by the Illinois Department
6    of Innovation and Technology;
 
7        (11) one member appointed by the Illinois Department of
8    Insurance; and
 
9        (12) one member appointed by the Illinois Department
10    Financial and Professional Regulation; and be it further
 
11    RESOLVED, That all appointments shall be confirmed by both
12Co-Chairpersons; and be it further
 
13    RESOLVED, That all appointments to the Task Force shall be
14made within 60 days after the adoption of this resolution;
15vacancies in the Task Force shall be filled by their respective
16appointing authorities within 30 days after the vacancy occurs;
17and be it further
 
18    RESOLVED, That the Task Force members shall serve without

1compensation; and be it further
 
2    RESOLVED, That the Task Force may employ skilled experts
3with the approval of the Co-Chairpersons, and shall receive the
4cooperation of any State agencies it deems appropriate to
5assist the Task Force in carrying out its duties; and be it
6further
 
7    RESOLVED, That the members of the Task Force shall be
8considered members with voting rights; a quorum of the Task
9Force shall consist of a majority of the members; and be it
10further
 
11    RESOLVED, That the Task Force shall meet initially at the
12call of the Co-Chairpersons, no later than 90 days after the
13adoption of this resolution, and shall thereafter meet at the
14call of the Co-Chairpersons; and be it further
 
15    RESOLVED, That the Illinois Department of Innovation and
16Technology shall provide administrative and other support to
17the Task Force; and be it further
 
18    RESOLVED, That the Task Force shall research, analyze, and
19consider:
 
20        (1) Opportunities and risks associated with using

1    blockchain and distributed ledger technology;
 
2        (2) Different types of blockchains, both public and
3    private, and different consensus algorithms;
 
4        (3) Projects and use cases currently under development
5    in other states and nations, and how those cases could be
6    applied in Illinois;
 
7        (4) How current State laws can be modified to support
8    secure, paperless recordkeeping;
 
9        (5) The State Public Key Infrastructure and digital
10    signatures; and
 
11        (6) Official reports and recommendations from the
12    Illinois Blockchain Initiative; and be it further
 
13    RESOLVED, That the Task Force shall present its findings
14and recommendations to the General Assembly in a report on or
15before January 1, 2018."
