2 | | WHEREAS, The transportation of elementary and secondary |
3 | | education students is an important public policy issue; and
|
4 | | WHEREAS, Whether or not a school district in Illinois may |
5 | | use a multi-function school activity bus for transportation is |
6 | | continually up for debate; and
|
7 | | WHEREAS, There is a need for accurate and consistent |
8 | | information regarding the legal and appropriate mode of |
9 | | transportation of students in grades K through 12 made |
10 | | available to administrators, educators, parents and |
11 | | transportation companies; therefore, be it
|
12 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
13 | | HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE |
14 | | CONCURRING HEREIN, that there is created the Task Force on |
15 | | Modes of School Transportation for Elementary and Secondary |
16 | | Education, consisting of the following:

17 | | (1) the State Superintendent of Education or his or her |
18 | | designee, who shall serve as Chair of the Task Force; |
19 | | (2) the Secretary of State or his or her designee; |
20 | | (3) the Secretary of Transportation or his or her designee; |
21 | | (4) one member of the General Assembly, appointed by the |
22 | | President of the Senate; |

1 | | (5) one member of the General Assembly, appointed by the |
2 | | Minority Leader of the Senate; |
3 | | (6) one member of the General Assembly, appointed by the |

5 | | (7) one member of the General Assembly, appointed by the |
6 | | Minority Leader of the House; |
7 | | (8) a representative of a statewide association |
8 | | representing school board members, appointed by the State |
9 | | Superintendent of Education; |
10 | | (9) a representative of an association representing |
11 | | private special education centers, appointed by the State |
12 | | Superintendent of Education; |
13 | | (10) a representative of a statewide association |
14 | | representing regional superintendents of schools, appointed by |
15 | | the State Superintendent of Education; |
16 | | (11) a representative of a statewide association |
17 | | representing teachers, appointed by the State Superintendent |
18 | | of Education; |
19 | | (12) a representative of a different statewide association |
20 | | representing teachers, appointed by the State Superintendent |
21 | | of Education; |
22 | | (13) a representative of an association representing |
23 | | teachers in a city with 500,000 or more inhabitants, appointed |
24 | | by the State Superintendent of Education; |
25 | | (14) a representative of an association representing |
26 | | private contractors providing school transportation, appointed |

2 | | (15) a representative of an association representing large |
3 | | unit school districts, appointed by the State Superintendent of |
4 | | Education; |
5 | | (16) a representative of a statewide association |
6 | | representing principals, appointed by the State Superintendent |
7 | | of Education; |
8 | | (17) a representative of a statewide association |
9 | | representing school administrators, appointed by the State |
10 | | Superintendent of Education; |
11 | | (18) a representative of an association representing |
12 | | school boards, appointed by the State Superintendent of |
13 | | Education; and |
14 | | (19) a representative of an association representing |
15 | | suburban school districts, appointed by the State |
16 | | Superintendent of Education; and, be it further |
17 | | RESOLVED, That the Task Force shall:

18 | | (1) conduct a thorough review of existing State and federal |
19 | | law regarding the use of the various modes to transport |
20 | | elementary and secondary education students; |
21 | | (2) develop concise and consistent information to be |
22 | | considered for use by the State Board of Education, the |
23 | | Department of Transportation, and the Secretary of State to the |
24 | | public about the legal means by which elementary and secondary |
25 | | education students may be transported, including, but not |

1 | | limited to: |
2 | | (A) the type of vehicle and the required equipment to |
3 | | transport elementary and secondary education students; |
4 | | (B) the allowed purpose of the transportation and any |
5 | | other limits of transportation of elementary and secondary |
6 | | education students by vehicle type; |
7 | | (C) the type of driver's license required to transport |
8 | | elementary and secondary education students; and |
9 | | (D) the requirements for driver licensing and vehicle |
10 | | licensing and inspection; and |
11 | | (3) make recommendations to the State Board of Education |
12 | | and the General Assembly regarding the safe transportation of |
13 | | elementary and secondary education students in our State; and |
14 | | be it further |
15 | | RESOLVED, That the Task Force shall seek input from |
16 | | stakeholders and members of the public on the issues to be |
17 | | reviewed and reported on by the Task Force; and be it further |
18 | | RESOLVED, That members of the Task Force shall serve |
19 | | without compensation, and the State Board of Education shall |
20 | | provide administrative and other support to the Task Force; and |
21 | | be it further |
22 | | RESOLVED, That the Task Force shall meet at the request of |
23 | | the Task Force Chair, but shall meet a minimum of 4 times prior |

1 | | to December 15, 2017; and be it further |
2 | | RESOLVED, That the Task Force shall present its legislative |
3 | | and administrative recommendations to the Governor and the |
4 | | General Assembly no later than December 15, 2017; and be it |
5 | | further |
6 | | RESOLVED, That the Task Force shall be dissolved after |
7 | | submitting its recommendations to the Governor and the General |
8 | | Assembly.
