Amends the Criminal Code of 2012. Provides that beginning 180 days after the effective date of the bill, it is unlawful to possess, sell, offer for sale, trade, or distribute a pangolin product. Provides that unlawful possession or sale of pangolin products is a Class A misdemeanor. Defines "pangolin" and "pangolin product".

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Criminal Code of 2012 is amended by adding |
| 5 | | Section 48-12 as follows:
|
| 6 | | (720 ILCS 5/48-12 new) |
| 7 | | Sec. 48-12. Unlawful possession or sale of pangolin |
| 8 | | products. |
| 9 | | (a) In this Section: |
| 10 | | "Pangolin" means any of the species of Manis |
| 11 | | pentadactyla, Manis javanica, Manis crassicaudata, Manis |
| 12 | | culionensis, Smutsia temminckii, Phataginus tricuspis, |
| 13 | | Smutsia gigantean, and Phataginus tetradactyla. |
| 14 | | "Pangolin product" means any item that contains, or is |
| 15 | | wholly or partially made from, a pangolin. |
| 16 | | (b) Except as otherwise provided in subsection (c) of this |
| 17 | | Section, beginning 180 days after the effective date of this |
| 18 | | amendatory Act of the 100th General Assembly, it is unlawful to |
| 19 | | possess, sell, offer for sale, trade, or distribute a pangolin |
| 20 | | product. |
| 21 | | (c) This Section does not apply to organizations engaged in |
| 22 | | pangolin research or conservation. |
| 23 | | (d) Sentence. Unlawful possession or sale of pangolin |
