SYNOPSIS AS INTRODUCED:

     Amends the Illinois Housing Development Act. Requires the Illinois Housing Development Authority  to establish a Transitional Housing  for the Homeless Grant Program to award grants to property owners of any real or existing property to develop or offer transitional housing to families and individuals who are homeless. Provides that the grants shall be funded through appropriations from the Transitional Housing  for the Homeless Grant Fund, created as a special fund in the State treasury. Requires the Illinois Housing Development Authority to adopt any rules necessary to implement and operate the program. Amends the State Finance Act to create the Transitional Housing  for the Homeless Grant Fund.

1    AN ACT concerning State government.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The Illinois Housing Development Act is amended  
5by adding Section 7.32 as follows:
 
6    (20 ILCS 3805/7.32 new)
7    Sec. 7.32. Transitional Housing  for the Homeless Grant 
8Program.
9    (a) The Illinois Housing Development Authority shall 
10establish a Transitional Housing  for the Homeless Grant Program 
11to award grants to property owners of any real or existing 
12property to develop or offer transitional housing to families 
13and individuals who are homeless. The grants shall be funded 
14through appropriations from the Transitional Housing  for the 
15Homeless Grant Fund created under subsection (b). The Illinois 
16Housing Development Authority shall adopt any rules necessary 
17to implement and operate the program.
18    (b) The Transitional Housing  for the Homeless Grant Fund is 
19created as a special fund in the State treasury. Moneys in the 
20Fund shall be appropriated to the Illinois Housing Development 
21Authority and expended for the Transitional Housing  for the 
22Homeless Grant Program under subsection (a)  and for no other 
23purpose. All interest earned on moneys in the Fund shall be

1deposited into the Fund. 
  
 
2    Section 10. The State Finance Act is amended by adding 
3Section 5.886 as follows:
