Amends the Transportation Network Providers Act. Provides that a transportation network company shall implement a policy on driver-passenger identification. Provides that a transportation network company driver and transportation network company passenger shall make available in the transportation network company's digital network or software application a photograph of himself or herself. Provides that all photographs shall be the same as passport specifications. Provides that a transportation network company passenger shall register in the transportation network company's digital network or software application under his or her real name. Provides for situations where the transportation network company customer or digital network or software application user is not the passenger during any requested transportation network company's service.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Transportation Network Providers Act is |
| 5 | | amended by adding Section 27 as follows:
|

| 7 | | Sec. 27. Identification. |
| 8 | | (a) The TNC shall implement a policy on driver-passenger |
| 9 | | identification to allow both TNC drivers and TNC passengers to |
| 10 | | identify the appropriate driver and passenger. |
| 11 | | (b) A TNC driver and a TNC passenger shall make available |
| 12 | | in the TNC's digital network or software application a |
| 13 | | photograph of himself or herself. The photograph shall be to |
| 14 | | passport specifications and cannot be a full-body photograph. A |
| 15 | | TNC passenger shall also register in the TNC's digital network |
| 16 | | or software application using his or her real name. |
| 17 | | (c) If the TNC passenger is not the TNC customer or digital |
| 18 | | network or software application user for the duration of any |
| 19 | | requested TNC services, then the TNC customer or digital |
| 20 | | network or software application user shall indicate that the |
| 21 | | TNC customer or digital network or software application user is |
| 22 | | not the passenger and shall input the passenger's real name and |
| 23 | | upload a photograph of the TNC passenger.
