SYNOPSIS AS INTRODUCED:

    Amends the State Finance Act to create the First-Year College Promise Fund as a special fund in the State treasury. Amends the Higher Education Student Assistance Act. Requires the Illinois Student Assistance Commission to implement and administer a program to award First-Year College Promise grants to low-income Illinois residents seeking an associate degree from a public community college or a bachelor's degree from a public university. Provides that a First-Year College Promise grant shall be equal to the cost of tuition and mandatory fees at the public institution for 2 semesters of enrollment. Sets forth the terms and conditions of the program.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The State Finance Act is amended by adding
5Section 5.886 as follows:
 
6    (30 ILCS 105/5.886 new)
7    Sec. 5.886. The First-Year College Promise Fund.
 
8    Section 10. The Higher Education Student Assistance Act is
9amended by adding Section 23 as follows:
 
10    (110 ILCS 947/23 new)
11    Sec. 23. First-Year College Promise program.
12    (a) In this Section, "public institution" means the
13University of Illinois, Southern Illinois University, Chicago
14State University, Eastern Illinois University, Governors State
15University, Illinois State University, Northeastern Illinois
16University, Northern Illinois University, Western Illinois
17University, any public community college in this State, or any
18other public university, college, or community college now or
19hereafter established or authorized by the General Assembly.
20    (b) The Commission shall implement and administer a program
21to award First-Year College Promise grants to all eligible

1Illinois residents seeking an associate or bachelor's degree,
2as applicable, from a public institution. The following terms
3and conditions shall apply to the program:
4        (1) To be eligible for a grant, a student must be
5    admitted to and enrolled full-time, as an Illinois
6    resident, in a public institution in the fall semester
7    after receiving a high school diploma or a certificate of
8    high school graduation from an approved high school or a
9    high school equivalency certificate and must have a family
10    income at or below the poverty guidelines updated
11    periodically in the Federal Register by the U.S. Department
12    of Health and Human Services under the authority of 42
13    U.S.C. 9902(2).
14        (2) Students applying for a grant shall complete the
15    First-Year College Promise grant application and the Free
16    Application for Federal Student Aid.
17        (3) Subject to money appropriated by the General
18    Assembly from the First-Year College Promise Fund, a grant
19    shall be equal to the cost of tuition and mandatory fees at
20    the public institution, less all other student aid, for 2
21    semesters of enrollment. Student aid shall be credited
22    first to the student's tuition and mandatory fees.
23    (c) In awarding grants under this Section, the Commission
24shall, by rule, develop the selection criteria for students.
25    (d) The First-Year College Promise Fund is created as a
26special fund in the State treasury. The Fund shall consist of

1money appropriated by the General Assembly. All money in the
2Fund shall only be used, subject to appropriation, by the
3Commission for the purposes of this Section.
