AMENDMENT TO HOUSE BILL 5433 




2    AMENDMENT NO. ______. Amend House Bill 5433 on page 1, line 
35 after "Section 5-30", by inserting "and by adding Section 
414-13"; and

 
5on page 14, immediately below line 3, by inserting the 
6following:
 
7    "(305 ILCS 5/14-13 new)
8    Sec. 14-13. Hospital inpatient high-volume 
9add-on-enhancements.
10    (a) Beginning July 1, 2018, in addition to any other 
11payments made by the Department for inpatient Medicaid 
12inpatient services, the Department must make add-on 
13enhancement payments for each covered inpatient day for any 
14patient covered by any medical assistance program administered 
15by the Department as follows: 
16        (1) For each general acute care hospital with a rate

1    Year 2017 Medicaid inpatient utilization rate equal to or 
2    greater than 47%, an additional $172 per inpatient day. 
3        (2) For each hospital defined as a children's hospital 
4    under paragraph (5) of subsection (b) of Section 5-5.02 
5    with a rate Year 2017 Medicaid inpatient utilization rate 
6    equal to or greater than 59%, an additional $200 per 
7    inpatient day. 
8        (3) For each critical access hospital, an additional 
9    $600 per inpatient day. 
10    (b) The Department must require managed care organizations 
11to make the same inpatient high-volume add-on enhancements for 
12inpatient days of care.".
