Amends the Public Utilities Act. Requires the Illinois Commerce Commission to issue a report evaluating the degree to which rate structures can create incentives for economic development in the State. Provides for repeal of the provisions on January 1, 2020. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Public Utilities Act is amended by adding |
| 5 | | Section 9-105 as follows:
|
| 6 | | (220 ILCS 5/9-105 new) |
| 7 | | Sec. 9-105. Rate structure incentives study. No later than |
| 8 | | June 30, 2019, the Commission shall issue a report evaluating |
| 9 | | the degree to which rate structures can create incentives for |
| 10 | | economic development in this State. |
| 11 | | This Section is repealed on January 1, 2020.

| 12 | | Section 99. Effective date. This Act takes effect upon |
| 13 | | becoming law.
