6 | | acute behaviors or conditions that pose a physical or |
7 | | psychological danger or threat to adolescents. |
8 | | (4) Positive Youth Development: build individual |
9 | | assets and increase competencies. |
10 | | "Youth developmental goals" are defined as the outcomes of |
11 | | stable, safe, healthy, educated, employable, and connected, |
12 | | which align with the following Budgeting for Results goals: |
13 | | (1) Stable: meeting the needs of the most vulnerable; |
14 | | increasing individual and family stability and |
15 | | self-sufficiency. |
16 | | (2) Safe: creating safer communities. |
17 | | (3) Healthy: improving the overall health of |
18 | | Illinoisans. |
19 | | (4) Educated: improving school readiness and student |
20 | | success for all. |
21 | | (5) Employable: increasing employment and attracting, |
22 | | retaining and growing businesses. |
23 | | (6) Connected: strengthening cultural and |
24 | | environmental vitality. |
25 | | (b) Subject to appropriation, the Governor shall establish |
26 | | the Youth Budget Commission with the goal of producing an |

1 | | annual fiscal scan. The fiscal scan, under the direction of the |
2 | | Commission, shall be used to advise the Governor and General |
3 | | Assembly, as well as State agencies, on ways to improve and |
4 | | expand existing policies, services, programs, and |
5 | | opportunities for adolescents. The Governor's Office of |
6 | | Management and Budget shall post a link to the fiscal scan on |
7 | | its website. For fiscal year 2019 and each fiscal year |
8 | | thereafter, the Commission established under this Section, |
9 | | shall complete an analysis of enacted State budget items which |
10 | | directly impact adolescents. This analysis will categorize |
11 | | budget items by the 6 identified youth developmental goals and |
12 | | 4 service models. The analysis will include State agency |
13 | | expenditures associated with these categories. General State |
14 | | Aid and federal funds such as Medicaid will be excluded from |
15 | | the analysis. |
16 | | The Commission shall also be responsible for: (1) |
17 | | monitoring and commenting on existing and proposed legislation |
18 | | and programs designed to address the needs of adolescents; (2) |
19 | | assisting State agencies in developing programs, services, |
20 | | public policies, and research strategies that will expand and |
21 | | enhance the well-being of adolescents; (3) facilitating the |
22 | | participation of and representation of adolescents in the |
23 | | development, implementation, and planning of policies, |
24 | | programs, and community-based services; and (4) promoting |
25 | | research efforts to document the impact of policies and |
26 | | programs on adolescents. |

1 | | (c) The Commission shall collaborate with State agencies, |
2 | | including the Illinois State Board of Education, the Department |
3 | | of Human Services, the Department of Children and Family |
4 | | Services, the Department of Commerce and Economic Opportunity, |
5 | | the Illinois Student Assistance Commission, the Department of |
6 | | Healthcare and Family Services, the Department of Public |
7 | | Health, the Illinois Community College Board, the Department of |
8 | | Juvenile Justice, the Illinois Criminal Justice Information |
9 | | Authority, the Department of Military Affairs, the Illinois |
10 | | Arts Council, the Department of Corrections, the Board of |
11 | | Higher Education, Illinois Guardianship and Advocacy |
12 | | Commission, Department on Aging, and others. |
13 | | (d) The Commission shall be comprised of 15 members |
14 | | appointed by the Governor. Each member shall have a working |
15 | | knowledge of youth development, human services, and economic |
16 | | public policy in Illinois. One chairperson shall be a |
17 | | representative of a statewide nonprofit children and family |
18 | | services organization who has previously completed a similar |
19 | | analysis of the Illinois State budget. The other chairperson |
20 | | shall be a member of the General Assembly. Of the remaining |
21 | | members: |
22 | | (1) at least one member representing an organization |
23 | | that has expertise in the needs of low-income youth; |
24 | | (2) at least one member representing an organization |
25 | | that has expertise in the needs of youth of color; |
26 | | (3) at least one member representing an organization |

1 | | that has expertise in the needs of youth who are immigrants |
2 | | or are children of immigrants; |
3 | | (4) at least one member representing an organization |
4 | | that has expertise in the needs of youth who identify as |
5 | | LGBTQ, gender non-conforming, or both; |
6 | | (5) at least one member representing an organization |
7 | | that has expertise in the needs of youth who are |
8 | | disconnected from traditional educational systems; |
9 | | (6) at least one member representing an organization |
10 | | that has expertise in the needs of youth who are |
11 | | experiencing homelessness; and |
12 | | (7) at least one member representing an organization |
13 | | that has expertise in the needs of youth and young adults |
14 | | involved with the justice system. |
15 | | Commission members shall reflect regional representation |
16 | | to ensure that the needs of adolescents throughout the State of |
17 | | Illinois are met. Members will serve without compensation, but |
18 | | shall be reimbursed for Commission-related expenses. Of the |
19 | | initial members appointed under this Section: 5 members shall |
20 | | serve for a 3-year term; 5 members shall serve for a 4-year |
21 | | term; and 5 members shall serve for a 5-year term. Their |
22 | | successors shall serve for 5-year terms. |
23 | | (e) The Governor's Office of Management and Budget shall |
24 | | provide administrative support to the Commission.

25 | | Section 99. Effective date. This Act takes effect upon |
