AMENDMENT TO HOUSE BILL 5202

2    AMENDMENT NO. ______. Amend House Bill 5202 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Budget Law of the Civil
5Administrative Code of Illinois is amended by adding Section
650-28 as follows:
 
7    (15 ILCS 20/50-28 new)
8    Sec. 50-28. Youth Budget Commission.
9    (a) As used in this Section:
10    "Adolescent" or "youth" means a person between the ages of
118 and 25 years.
12    "Commission" means the Youth Budget Commission established
13under this Section.
14    "Service models" include the following tiers of service
15delivered to adolescents and their families:
16        (1) Prevention: support for at-risk youth (deterrence,

1    prevention of harm, extra supports).
2        (2) Treatment/intervention: respond to significant
3    challenges in need of direct intervention to change,
4    resolve or reverse behaviors, conditions, or both.
5        (3) Corrective/rehabilitation: correct or rehabilitate
6    acute behaviors or conditions that pose a physical or
7    psychological danger or threat to adolescents.
8        (4) Positive Youth Development: build individual
9    assets and increase competencies.
10    "Youth developmental goals" are defined as the outcomes of
11stable, safe, healthy, educated, employable, and connected,
12which align with the following Budgeting for Results goals:
13        (1) Stable: meeting the needs of the most vulnerable;
14    increasing individual and family stability and
15    self-sufficiency.
16        (2) Safe: creating safer communities.
17        (3) Healthy: improving the overall health of
18    Illinoisans.
19        (4) Educated: improving school readiness and student
20    success for all.
21        (5) Employable: increasing employment and attracting,
22    retaining and growing businesses.
23        (6) Connected: strengthening cultural and
24    environmental vitality.
25    (b) Subject to appropriation, the Governor shall establish
26the Youth Budget Commission with the goal of producing an

1annual fiscal scan. The fiscal scan, under the direction of the
2Commission, shall be used to advise the Governor and General
3Assembly, as well as State agencies, on ways to improve and
4expand existing policies, services, programs, and
5opportunities for adolescents. For fiscal year 2019 and each
6fiscal year thereafter, the Commission established under this
7Section, shall complete an analysis of enacted State budget
8items which directly impact adolescents. This analysis will
9categorize budget items by the 6 identified youth developmental
10goals and 4 service models. The analysis will include State
11agency expenditures associated with these categories. General
12State Aid and federal funds such as Medicaid will be excluded
13from the analysis.
14    The Commission shall also be responsible for: (1)
15monitoring and commenting on existing and proposed legislation
16and programs designed to address the needs of adolescents; (2)
17assisting State agencies in developing programs, services,
18public policies, and research strategies that will expand and
19enhance the well-being of adolescents; (3) facilitating the
20participation of and representation of adolescents in the
21development, implementation, and planning of policies,
22programs, and community-based services; and (4) promoting
23research efforts to document the impact of policies and
24programs on adolescents.
25    (c) The Commission shall collaborate with State agencies,
26including the Illinois State Board of Education, the Department

1of Human Services, the Department of Children and Family
2Services, the Department of Commerce and Economic Opportunity,
3the Illinois Student Assistance Commission, the Department of
4Healthcare and Family Services, the Department of Public
5Health, the Illinois Community College Board, the Department of
6Juvenile Justice, the Illinois Criminal Justice Information
7Authority, the Department of Military Affairs, the Illinois
8Arts Council, the Department of Corrections, the Board of
9Higher Education, Illinois Guardianship and Advocacy
10Commission, Department on Aging, and others.
11    (d) The Commission shall be comprised of 15 members
12appointed by the Governor. Each member shall have a working
13knowledge of youth development, human services, and economic
14public policy in Illinois. One chairperson shall be a
15representative of a statewide nonprofit children and family
16services organization who has previously completed a similar
17analysis of the Illinois State budget. The other chairperson
18shall be a member of the General Assembly. Of the remaining
19members:
20        (1) at least one member representing an organization
21    that has expertise in the needs of low-income youth;
22        (2) at least one member representing an organization
23    that has expertise in the needs of youth of color;
24        (3) at least one member representing an organization
25    that has expertise in the needs of youth who are immigrants
26    or are children of immigrants;

1        (4) at least one member representing an organization
2    that has expertise in the needs of youth who identify as
3    LGBTQ, gender non-conforming, or both;
4        (5) at least one member representing an organization
5    that has expertise in the needs of youth who are
6    disconnected from traditional educational systems;
7        (6) at least one member representing an organization
8    that has expertise in the needs of youth who are
9    experiencing homelessness; and
10        (7) at least one member representing an organization
11    that has expertise in the needs of youth and young adults
12    involved with the justice system.
13    Commission members shall reflect regional representation
14to ensure that the needs of adolescents throughout the State of
15Illinois are met. Members will serve without compensation, but
16shall be reimbursed for Commission-related expenses. Of the
17initial members appointed under this Section: 5 members shall
18serve for a 3-year term; 5 members shall serve for a 4-year
19term; and 5 members shall serve for a 5-year term. Their
20successors shall serve for 5-year terms.
21    (e) The Governor's Office of Management and Budget shall
22provide administrative support to the Commission.
 
23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
