3 | | everything after the enacting clause with the following:

4 | | "Section 5. The Department of State Police Law of the
Civil |
5 | | Administrative Code of Illinois is amended by adding Section |
6 | | 2605-610 as follows: |
7 | | (20 ILCS 2605/2605-610 new) |
8 | | Sec. 2605-610. Creation of list of top crimes committed by |
9 | | minors. The Department shall annually determine the 10 most |
10 | | frequently committed crimes by minors and any criminal, civil, |
11 | | or other penalties associated with these crimes, compile a |
12 | | report of this information, and make the report publicly |
13 | | available on the Department's website.

14 | | Section 10. The School Code is amended by changing Section |
15 | | 27-23.4 as follows:

2 | | Sec. 27-23.4. Violence prevention and conflict resolution |
3 | | education.
School districts shall provide instruction in |
4 | | violence prevention and conflict
resolution education for |
5 | | grades kindergarten through 12 and may include such instruction
|
6 | | in
the courses of study regularly taught therein. School |
7 | | districts may give
regular school credit for satisfactory |
8 | | completion by the student of such
courses.
|
9 | | As used in this Section, "violence prevention and conflict |
10 | | resolution
education" means and includes instruction in the |
11 | | following:
|
12 | | (1) The consequences of violent behavior.
|
13 | | (2) The causes of violent reactions to conflict.
|
14 | | (3) Nonviolent conflict resolution techniques.
|
15 | | (4) The relationship between drugs, alcohol and |
16 | | violence.
|
17 | | The State Board of Education shall prepare and make |
18 | | available to all school
boards instructional materials that may |
19 | | be used as guidelines for development
of a violence
prevention |
20 | | program under this Section, provided that each school board
|
21 | | shall determine the appropriate curriculum for satisfying the |
22 | | requirements of
this Section. The State
Board of Education |
23 | | shall assist in training teachers to provide effective
|
24 | | instruction in the violence prevention curriculum.
|
25 | | Beginning with the 2018-2019 school year, as part of the |
|

1 | | violence prevention and conflict resolution education under |
2 | | this Section, each school district that maintains grades 7 |
3 | | through 12 shall require each school with students in any of |
4 | | grades 7 through 12 to annually distribute to those students, |
5 | | electronically or in the form of a letter, the report found on |
6 | | the Department of State Police's website that lists the 10 most |
7 | | frequently committed crimes by minors and any criminal, civil, |
8 | | or other penalties associated with these crimes, as compiled |
9 | | under Section 2605-610 of the Department of State Police Law of |
10 | | the Civil Administrative Code of Illinois. If a school |
11 | | distributes the report electronically, it shall obtain from its |
12 | | students electronic acknowledgement of receipt of the report. |
13 | | The State Board of Education and local school boards shall |
14 | | not be required
to implement the provisions of this Section |
15 | | unless grants of funds are made
available and are received |
16 | | after July 1, 1993 from private sources or from the
federal |
17 | | government in amounts sufficient to enable the State Board and |
18 | | local
school boards to meet the requirements of this Section. |
19 | | Any funds received
by the State or a local educational agency |
20 | | pursuant to the federal Safe and
Drug-Free Schools and |
21 | | Communities Act of 1994 shall first be applied or
appropriated |
22 | | to meet the requirements and implement the provisions of this
|
23 | | Section.
