Amends the Mental Health and Developmental Disabilities Administrative Act. Provides that as the Department
of Human Services establishes reimbursement rates that build toward livable wages for front-line personnel in
programs serving persons with intellectual and developmental disabilities, the Department shall
include rates for therapeutic schools and other programs serving children with intellectual and
developmental disabilities.
Defines "front-line personnel". Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Mental Health and Developmental |
5 | | Disabilities Administrative Act is amended by adding Section |
6 | | 7.2a as follows: |
7 | | (20 ILCS 1705/7.2a new) |
8 | | Sec. 7.2a. Increased wages for front-line personnel |
9 | | serving children. As the Department
establishes reimbursement |
10 | | rates that build toward livable wages for front-line personnel |
11 | | in
programs serving persons with intellectual and |
12 | | developmental disabilities, the Department shall
include rates |
13 | | for therapeutic schools and other programs serving children |
14 | | with intellectual and
developmental disabilities.
As used in |
15 | | this Section, "front-line personnel" means direct support |
16 | | persons, aides,
front-line supervisors, qualified intellectual |
17 | | disabilities professionals, educators, nurses, and
|
18 | | non-administrative support staff working in service settings |
19 | | outlined in this Section.

20 | | Section 99. Effective date. This Act takes effect upon |
21 | | becoming law.
