SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/3-414.1  from Ch. 95 1/2, par. 3-414.1

    Amends the Illinois Vehicle Code. Provides that beginning with the 2020 registration year, the Secretary of State shall offer to each owner of a motor vehicle of the first division or motor vehicle of the second division weighing no more than 8,000 pounds a registration period based on a one calendar year or 2 calendar year basis. Provides that the owner of the motor vehicle shall pay a one-time registration fee under the Code that shall, if applicable, be increased to reflect the registration year period chosen by the motor vehicle owner. Provides that if a vehicle issued a multi-year registration is subject to specified annual surcharges, the Secretary shall collect the surcharge for each registration year of the multi-year registration at the same time the Secretary collects the one-time registration fee. Effective immediately.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-414.1 as follows:
 
6    (625 ILCS 5/3-414.1)  (from Ch. 95 1/2, par. 3-414.1)
7    Sec. 3-414.1. Term of multi-year registration plates.
8    (a) Registration plates issued for motor vehicles shall be
9valid for an indefinite term of not less than one year.
10Registration plates issued as two-year or five-year plates may
11be issued as multi-year plates at the discretion of the
12Secretary of State. Current renewal registration stickers,
13when necessary, are to be attached as provided in Section
143-413. The Secretary may in his discretion prescribe a term
15greater than one year or may extend the term of current
16registration plates for an additional calendar year by
17appropriate public announcement made before August 1 of the
18current registration year.
19    (a-5) Beginning with the 2020 registration year, the
20Secretary shall offer to each owner of a motor vehicle of the
21first division or motor vehicle of the second division weighing
22no more than 8,000 pounds that is subject to registration under
23this Chapter a registration period based on a one calendar year

1or 2 calendar year basis. The owner of the motor vehicle shall
2pay a one-time registration fee under Section 3-806, 3-815, or
33-818 of this Code that shall, if applicable, be increased to
4reflect the registration year period chosen by the motor
5vehicle owner. If a vehicle issued a registration under this
6subsection is subject to an annual surcharge under Section
73-806 or 3-815, the Secretary shall collect the surcharge for
8each registration year of the multi-year registration at the
9same time the Secretary collects the one-time registration fee.
10    (b) Registration plates issued to owners of vehicles
11subject to annual registration for the first time during the
12term of the plates shall be valid until the expiration of the
13term. Current annual registration stickers are to be attached
14as provided in Section 3-413.

17becoming law.
