AMENDMENT TO HOUSE BILL 4877

2    AMENDMENT NO. ______. Amend House Bill 4877 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Fair Act is amended by changing
5Section 8 as follows:
 
6    (20 ILCS 210/8)  (from Ch. 127, par. 1708)
7    Sec. 8. There is created a Board of State Fair Advisors
8consisting of the Director, 4 ex-officio members as hereafter
9named, and up to 15 20 persons appointed by the Governor. The
10Chairman and minority spokesman of the House Agriculture and
11Conservation Committee and the Chairman and minority spokesman
12of the Senate Agriculture, Conservation and Energy Committee of
13the Illinois General Assembly shall serve as ex-officio
14members. No more than 3 of the Board members shall be appointed
15from any one county. The terms of members of the State Fair
16Advisory Board appointed before the effective date of this

1amendatory Act of the 100th General Assembly shall expire on
2January 21, 2019. Initial appointments made after the effective
3date of this amendatory Act of the 100th General Assembly shall
4be for terms of one, 2, and 3 years staggered to provide for
5the selection of 5 members each year. All subsequent
6appointments shall be for terms of 3 years. All terms shall
7commence on the 3rd Monday in January. Members of the State
8Fair Advisory Board shall serve for 2 year terms commencing on
9the third Monday of January of each odd-numbered year. The
10Governor shall in making appointments to the Board provide for
11a representation of the operational interests of the State Fair
12and this State the State of Illinois. Members of the Board
13shall receive no compensation, but shall be reimbursed for
14necessary expenses incurred in the performance of their duties.
15An appointed member's office becomes vacant upon his or her
16absence from 2 consecutive regularly scheduled meetings. The
17Director or his or her authorized representative from the
18Department shall act as chairman of the Board. The duties of
19the Board are to advise the Director and the Department on
20matters concerning the operation of each State Fair and State
21Fairgrounds as they pertain to varied interests in the State
22Fairs and the people of this State the State of Illinois.

24    Section 10. The Metropolitan Pier and Exposition Authority
25Act is amended by changing Section 14 as follows:

1    (70 ILCS 210/14)  (from Ch. 85, par. 1234)
2    Sec. 14. Board; compensation. The governing and
3administrative body of the Authority shall be a board known as
4the Metropolitan Pier and Exposition Board. On the effective
5date of this amendatory Act of the 96th General Assembly, the
6Trustee shall assume the duties and powers of the Board for a
7period of 18 months or until the Board is fully constituted,
8whichever is later. Any action requiring Board approval shall
9be deemed approved by the Board if the Trustee approves the
10action in accordance with Section 14.5. Beginning the first
11Monday of the month occurring 18 months after the effective
12date of this amendatory Act of the 96th General Assembly, the
13Board shall consist of 9 members. The Governor shall appoint 4
14members to the Board, subject to the advice and consent of the
15Senate. The Mayor shall appoint 4 members to the Board. At
16least one member of the Board shall represent the interests of
17labor and at least one member of the Board shall represent the
18interests of the convention industry. A majority of the members
19appointed by the Governor and Mayor shall appoint a ninth
20member to serve as the chairperson. The Board shall be fully
21constituted when a quorum has been appointed. The members of
22the board shall be individuals of generally recognized ability
23and integrity. No member of the Board may be (i) an officer or
24employee of, or a member of a board, commission or authority
25of, the State, any unit of local government or any school

1district or (ii) a person who served on the Board prior to the
2effective date of this amendatory Act of the 96th General
3Assembly.
4    Of the initial members appointed by the Governor, one shall
5serve for a term expiring June 1, 2013, one shall serve for a
6term expiring June 1, 2014, one shall serve for a term expiring
7June 1, 2015, and one shall serve for a term expiring June 1,
82016, as determined by the Governor. Of the initial members
9appointed by the Mayor, one shall serve for a term expiring
10June 1, 2013, one shall serve for a term expiring June 1, 2014,
11one shall serve for a term expiring June 1, 2015, and one shall
12serve for a term expiring June 1, 2016, as determined by the
13Mayor. The initial chairperson appointed by the Board shall
14serve a term for a term expiring June 1, 2015. Successors shall
15be appointed to 4-year terms. No person may be appointed to
16more than 3 2 terms.
17    Members of the Board shall serve without compensation, but
18shall be reimbursed for actual expenses incurred by them in the
19performance of their duties. All members of the Board and
20employees of the Authority are subject to the Illinois
21Governmental Ethics Act, in accordance with its terms.

23    Section 99. Effective date. This Act takes effect upon
24becoming law.".
