Amends the Election Code. Provides that electronic filing is required for all political committees, regardless of the amount of contributions, expenditures, or loans received by that political committee. Removes language allowing the State Board of Elections to provide by rule for the optional
electronic filing of
expenditure and contribution reports for political committees. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Election Code is amended by changing Section |
5 | | 9-28 as follows:
|
6 | | (10 ILCS 5/9-28)
|
7 | | Sec. 9-28. Electronic filing and availability. The Board |
8 | | shall
by rule
provide for the electronic filing of expenditure |
9 | | and contribution
reports as follows:

10 | | Electronic filing is required for
all
political
committees |
11 | | that during the
reporting period (i) had at any time a balance |
12 | | or an accumulation of
contributions
of $10,000 or more, (ii) |
13 | | made aggregate expenditures of $10,000 or more, or
(iii) |
14 | | received loans of an aggregate of $10,000 or more .

15 | | The Board may provide by rule for the optional
electronic |
16 | | filing of
expenditure and contribution reports for all other |
17 | | political committees.
The Board shall promptly
make all reports |
18 | | filed under this Article by
all political committees publicly

19 | | available by means of a searchable database that is accessible |
20 | | on the Board's website.

21 | | The Board shall provide all software necessary to comply |
22 | | with this
Section to candidates, public officials, political |
23 | | committees, and election
authorities.
