SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Grow Your Own STEM and Vocational Education Teachers Act. Requires a public university to waive any tuition, fees, and on-campus housing costs of a student who agrees to pursue a minimum of a bachelor's degree in science, technology, engineering, or mathematics for a teaching occupation that includes, but is not limited to, mathematics, natural sciences, or career and vocational education in the areas of technology teacher, industrial arts teacher, trade teacher, health care teacher, or information technology teacher and maintains a 3.0 cumulative grade point average. Provides that the student shall agree to fully reimburse the public university if the student fails to teach at least 3 years at an Illinois high school or at least 5 years at an Illinois public institution of higher education. Provides for funding. Requires the Board of Higher Education to adopt rules it determines are necessary for the administration of the Act. Effective July 1, 2020.

1    AN ACT concerning education.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Grow
5Your Own STEM and Vocational Education Teachers Act.
 
6    Section 5. Definition. In this Act, "public institution of
7higher education" means the University of Illinois, Southern
8Illinois University, Chicago State University, Eastern
9Illinois University, Governors State University, Illinois
10State University, Northeastern Illinois University, Northern
11Illinois University, Western Illinois University, or any other
12public university or college, other than a community college,
13new or hereafter established or authorized by the General
14Assembly.
 
15    Section 10. Grown Your Own STEM and Vocational Education
16Teacher Program. Subject to any tuition waiver limitation
17established by the Board of Higher Education, a public
18institution of higher education shall waive any tuition, fees,
19and on-campus housing costs for a student who does all of the
20following:
21        (1) Agrees to pursue a minimum of a bachelor's degree
22    in science, technology, engineering, or mathematics for a

1    teaching occupation that includes, but is not limited to,
2    mathematics, natural sciences, or career and vocational
3    education in the areas of technology teacher, industrial
4    arts teacher, trade teacher, health care teacher, or
5    information technology teacher.
6        (2) Agrees to attend a public institution of higher
7    education to pursue an undergraduate degree or an advanced
8    degree in one of the concentrations set forth under
9    paragraph (1) of this Section.
10        (3) Maintains a minimum 3.0 cumulative grade point
11    average (or its equivalent) at all times.
12        (4) Agrees to fully reimburse the public institution of
13    higher education for any waived tuition, fees, or costs if
14    the student fails to teach at least 3 years at a high
15    school located in this State or less than 5 years at a
16    public institution of higher education or a public
17    community college located in this State.
 
18    Section 15. Funding. Funding for this Act shall come from
19the General Revenue Fund and is subject to ongoing
20appropriation.
 
21    Section 90. Rules. The Board of Higher Education shall
22adopt rules it determines are necessary for the administration
23of this Act.
 
24    Section 99. Effective date. This Act takes effect July 1,
