2 | | Professional Regulation to license and discipline these |
3 | | medical professionals. |
4 | | (5) A legislative Task Force is necessary to study the |
5 | | extent of over prescription of opioids to patients, and to make |
6 | | recommendations of future legislation to address this issue. |
7 | | Section 10. Prescription Drug Task Force. |
8 | | (a) The Prescription Drug Task Force is created. The Task |
9 | | Force shall be composed of 18 members appointed as follows: |
10 | | (1) one member of the House of Representatives |
11 | | appointed by the Speaker of the House of Representatives; |
12 | | (2) one member of the House of Representatives |
13 | | appointed by the Minority Leader of the House of |
14 | | Representatives; |
15 | | (3) one member of the Senate appointed by the President |
16 | | of the Senate; |
17 | | (4) one member of the Senate appointed by the Minority |
18 | | Leader of the Senate; |
19 | | (5) the Director of Public Health or his or her |
20 | | designee; |
21 | | (6) one member from each of the following organizations |
22 | | appointed by the Director of Public Health from nominees |
23 | | made by the respective organization: |
24 | | (A) the Illinois Society for Advanced Practice |
25 | | Nursing; |

1 | | (B) the Illinois Health and Hospital Association; |
2 | | (C) the Illinois Retail Merchants Association; |
3 | | (D) the Illinois State Dental Society; |
4 | | (E) the Illinois State Medical Society; |
5 | | (F) the Illinois Council of Health-System |
6 | | Pharmacists; |
7 | | (G) the Illinois Optometric Association; and |
8 | | (H) the Illinois Pharmacists Association; |
9 | | (7) 2 members who are parents whose children have died |
10 | | from drug overdoses, appointed by the Director of Public |
11 | | Health; |
12 | | (8) 2 members who are selected from county sheriffs, |
13 | | municipal police chiefs, and State's Attorneys, appointed |
14 | | by the Attorney General; and |
15 | | (9) one member who is a peace officer specializing in |
16 | | the enforcement of laws prohibiting the illegal |
17 | | manufacture, delivery, and possession of controlled |
18 | | substances and methamphetamine, appointed by the Director |
19 | | of State Police. |
20 | | . (b) The Task Force shall choose its chairperson from among |
21 | | its members and any other officers it deems appropriate. |
22 | | (c) The Task Force shall initially meet within 30 days |
23 | | after the effective date of this Act. The members of the Task |
24 | | Force shall receive no compensation for their services as |
25 | | members of the Task Force but may be reimbursed for expenses |
26 | | from appropriations made by law. |

1 | | (d) The Task Force may seek the assistance of the |
2 | | Departments of Financial and Professional Regulation and |
3 | | Public Health in performing its duties. |
4 | | (e) The Task Force shall: |
5 | | (1) study prescription opioid abuse in this State; |
6 | | (2) study the over-prescription of opioids such as |
7 | | Hydrocodone and Oxycodone; |
8 | | (3) recommend whether restrictions on prescriptions of |
9 | | opioids should be enacted by the General Assembly; and |
10 | | (4) recommend any other legislation, including |
11 | | amendments to the Illinois Controlled Substances Act, that |
12 | | would have the effect of reducing opioid addiction and |
13 | | abuse. |
14 | | (f) The Department of Human Services shall provide |
15 | | administrative and other support to the Task Force.

16 | | Section 99. Effective date. This Act takes effect upon |
17 | | becoming law.".
