Amends the State Officials and Employees Ethics Act. Provides that if an officer or employee objects to a request for information by an Executive Inspector General based on any applicable rights or protections under State or federal law, the officer or employee may seek resolution of the objection by the Executive Ethics Commission. Provides that if an officer or employee refuses or fails to provide information requested by an Executive Inspector General, the Executive Inspector General may notify the Executive Ethics Commission and seek an order compelling the officer or employee to produce the information requested by the Executive Inspector General.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Officials and Employees Ethics Act is |
5 | | amended by changing Section 20-70 as follows: |
6 | | (5 ILCS 430/20-70)
|
7 | | Sec. 20-70. Cooperation in investigations. |
8 | | (a) It is the duty of
every officer and employee under the |
9 | | jurisdiction of an Executive
Inspector General, including any |
10 | | inspector general serving in any
State agency under the |
11 | | jurisdiction of that Executive Inspector
General, to cooperate |
12 | | with the Executive Inspector General and the Attorney General |
13 | | in any
investigation undertaken pursuant to this Act. Failure |
14 | | to cooperate includes, but is not limited to, intentional |
15 | | omissions and knowing false statements. Failure to cooperate
|
16 | | with an investigation of the Executive Inspector General or the |
17 | | Attorney General is grounds
for disciplinary action, including |
18 | | dismissal. Nothing in this Section limits or
alters a person's |
19 | | existing rights or protections under State or federal law.

20 | | (b) If an officer or employee objects to a request for |
