motor vehicle drawing another vehicle shall,
whenever |
9 | | conditions permit, leave sufficient space so that
an overtaking |
10 | | vehicle may enter and occupy such space without
danger, except |
11 | | that this shall not prevent a truck or motor
vehicle drawing |
12 | | another vehicle from overtaking and passing
any vehicle or |
13 | | combination of vehicles.

14 | | (c) Motor vehicles being driven upon any roadway outside
of |
15 | | a business or residence district in a caravan or
motorcade |
16 | | whether or not towing other vehicles shall be so
operated as to |
17 | | allow sufficient space between each such
vehicle or combination |
18 | | of vehicles so as to enable any other
vehicle to enter and |
19 | | occupy such space without danger. This
provision shall not |
20 | | apply to funeral processions. |
21 | | (d) This Section does not apply to a driver of a non-lead |
22 | | motor vehicle operating in a platoon.

1 | | (a) Before the operation of a platoon upon the streets or |
2 | | highways of this State, a person shall file a plan for general |
3 | | platoon operations with the Department of State Police. The |
4 | | Department of State Police shall approve or reject the plan. If |
5 | | the plan is rejected, the Department of State Police shall |
6 | | provide the reason for the rejection and provide guidance on |
7 | | how to resubmit the plan to meet the Department of State |
8 | | Police's requirements. The Department of State Police may adopt |
9 | | rules to implement this Section. |
10 | | (b) The plan for general platoon operations required under |
11 | | this Section shall include, but not be limited to, platoon |
12 | | routes, platoon technology features and functionality, and |
13 | | platoon driver training. |
14 | | (c) An appropriately endorsed driver, who holds a valid |
15 | | commercial driver's license, shall be present behind the wheel |
16 | | of each motor vehicle in a platoon. |
17 | | (d) A platoon shall consist of no more than 2 motor |
18 | | vehicles. |

21 | | (a) A person may not operate a motor vehicle if a |
22 | | television receiver, a video monitor, a television or video |
23 | | screen, or any other similar means of visually displaying a |
24 | | television broadcast or video signal that produces |
25 | | entertainment or business applications is operating and is |

1 | | located in the motor vehicle at any point forward of the back |
2 | | of the driver's seat, or is operating and visible to the driver |
3 | | while driving the motor vehicle.

4 | | (a-5) A person commits aggravated use of a video device |
5 | | when he or she violates subsection (a) and in committing the |
6 | | violation he or she was involved in a motor vehicle accident |
7 | | that results in great bodily harm, permanent disability, |
8 | | disfigurement, or death to another and the violation was a |
9 | | proximate cause of the injury or death. |
10 | | (b) This Section does not apply to the following equipment, |
11 | | whether or not permanently installed in a vehicle:

12 | | (1) a vehicle information display;
|
13 | | (2) a global positioning display;
|
14 | | (3) a mapping or navigation display;
|
15 | | (4) a visual display used to enhance or supplement the |
16 | | driver's view forward, behind, or to the sides of a motor |
17 | | vehicle for the purpose of maneuvering the vehicle; |
18 | | (5) television-type receiving equipment used |
19 | | exclusively for safety or traffic engineering studies; or
|
20 | | (6) a television receiver, video monitor, television |
21 | | or video screen, or any other similar means of visually |
22 | | displaying a television broadcast or video signal, if that |
23 | | equipment has an interlock device that, when the motor |
24 | | vehicle is driven, disables the equipment for all uses |
25 | | except as a visual display as described in paragraphs (1) |
26 | | through (5) of this subsection (b).

1 | | (c) This Section does not apply to a mobile, digital |
2 | | terminal installed in an authorized emergency vehicle, a motor |
3 | | vehicle providing emergency road service or roadside |
4 | | assistance, or to motor vehicles utilized for public |
5 | | transportation. |
6 | | (d) This Section does not apply to a television receiver, |
7 | | video monitor, television or video screen, or any other similar |
8 | | means of visually displaying a television broadcast or video |
9 | | signal if: (i) the equipment is permanently installed in the |
10 | | motor vehicle; and (ii) the moving entertainment images that |
11 | | the equipment displays are not visible to the driver while the |
12 | | motor vehicle is in motion. |
13 | | (d-5) This Section does not apply to a video event |
14 | | recorder, as defined in Section 1-218.10 of this Code, |
15 | | installed in a contract carrier vehicle. |
16 | | (d-7) This Section does not apply to a video device used in |
17 | | a vehicle traveling in a platoon that: (i) allows the lead |
18 | | driver to see his or her vehicle from a non-lead driver's |
19 | | perspective and a non-lead driver to view the road from the |
20 | | lead driver's perspective; or (ii) that displays platoon |
21 | | information. |
22 | | (e) Except as provided in subsection (f) of this Section, a |
23 | | person convicted of violating this Section is guilty of a petty |
24 | | offense and shall be fined not more than $100 for a first |
25 | | offense, not more than $200 for a second offense within one |
26 | | year of a previous conviction, and not more than $250 for a |

1 | | third or subsequent offense within one year of 2 previous |
2 | | convictions.
|
3 | | (f) A person convicted of violating subsection (a-5) |
4 | | commits a Class A misdemeanor if the violation resulted in |
5 | | great bodily harm, permanent disability, or disfigurement to |
6 | | another. A person convicted of violating subsection (a-5) |
7 | | commits a Class 4 felony if the violation resulted in the death |
8 | | of another person. |
