SYNOPSIS AS INTRODUCED:

Amends the Illinois Vehicle Code. Provides that, except for a semitrailer registered under the Code, beginning with the 2019 registration year, the Secretary of State shall offer to each owner of a motor vehicle that is subject to registration under the Code a registration period based on a one calendar year, 2 calendar year, 3 calendar year, 4 calendar year, or 5 calendar year basis. Provides that an owner of a motor vehicle who chooses a 2 calendar year, 3 calendar year, 4 calendar year, or 5 calendar year registration period shall pay an additional fee of $10 for every registration year that is more than one calendar year, which shall be deposited into the Road Fund. Provides that beginning with the 2019 registration year, the Secretary shall offer to each owner of a trailer a registration period based on a one calendar year, 2 calendar year, 3 calendar year, 4 calendar year, 5 calendar year, or 10 calendar year basis.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Illinois Vehicle Code is amended by changing Section 3-414.1 as follows:

Sec. 3-414.1. Term of multi-year registration plates.

(a) Registration plates issued for motor vehicles shall be valid for an indefinite term of not less than one year. Registration plates issued as two-year or five-year plates may be issued as multi-year plates at the discretion of the Secretary of State. Current renewal registration stickers, when necessary, are to be attached as provided in Section 3-413. The Secretary may in his discretion prescribe a term greater than one year or may extend the term of current registration plates for an additional calendar year by appropriate public announcement made before August 1 of the current registration year.

(a-5) Except for a semitrailer registered under Section 3-814, beginning with the 2019 registration year, the Secretary shall offer to each owner of a motor vehicle that is subject to registration under this Chapter a registration period based on a one calendar year, 2 calendar year, 3 calendar year, 4 calendar year, or 5 calendar year basis. The owner of the motor vehicle shall pay a one-time registration fee under the applicable Section of this Code, which shall be increased to reflect the registration year period chosen by the motor vehicle owner. An owner of a motor vehicle who chooses a 2 calendar year, 3 calendar year, 4 calendar year, or 5 calendar year registration period under this subsection shall pay an additional fee of $10 for every registration year that is more than one calendar year, which shall be deposited into the Road Fund.

(a-10) Beginning with the 2019 registration year, the Secretary shall offer to each owner of a trailer, as defined under Section 1-209, that is subject to registration under this Chapter a registration period based on a one calendar year, 2 calendar year, 3 calendar year, 4 calendar year, 5 calendar year, or 10 calendar year basis. The owner of the trailer shall pay a one-time registration fee under Section 3-818 or 3-819, which shall be increased to reflect the registration period chosen by the trailer owner. An owner of a trailer who chooses a 2 calendar year, 3 calendar year, 4 calendar year, 5 calendar year, or 10 calendar year registration period under this subsection shall pay an additional fee of $10 for every registration year that is more than one calendar year, which shall be deposited into the Road Fund.

(b) Registration plates issued to owners of vehicles subject to annual registration for the first time during the term of the plates shall be valid until the expiration of the term. Current annual registration stickers are to be attached as provided in Section 3-413.
