Amends the State Finance Act. Provides that, for contracts entered into on or after the effective date of the amendatory Act, State appropriations may not be expended to rent or pay for access to physical space for booths, hospitality suites, or other physical space for units of local government, school districts, community college districts, or other taxing bodies at a convention or gathering of personnel. Excludes appropriations for physical space expenditures at any convention or gathering of public safety personnel. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Section 14d as follows: |
6 | | (30 ILCS 105/14d new) |
7 | | Sec. 14d. Conventions and gathering of personnel. |
8 | | (a) As used in this Section: |
9 | | "Convention or gathering of personnel" means a gathering of |
10 | | employees or contractors from 2 or more separately domiciled or |
11 | | geographically separated units of local government, school |
12 | | districts, community college districts, or other local taxing |
13 | | bodies for the purpose of professional education, training, |
14 | | retraining, or personnel development. "Convention or gathering |
15 | | of personnel" also includes, but is not limited to, leagues or |
16 | | associations that include 2 or more separate units of local |
17 | | government. |
18 | | "Public safety personnel" has the meaning given to that |
19 | | term in subsection (m-5) of Section 1 of the Solicitation for |
20 | | Charity Act. |
21 | | (b) For contracts entered into on or after the effective |
22 | | date of this amendatory Act of the 100th General Assembly, |
23 | | appropriations shall not be expended to rent or pay for access |
