2 | | AMENDMENT NO. ______. Amend House Bill 4167 by replacing |
3 | | everything after the enacting clause with the following:

4 | | "Section 5. The School Code is amended by changing Sections |
5 | | 21B-20 and 21B-40 and by adding Sections 10-20.67 and 34-18.60 |
6 | | as follows: |
7 | | (105 ILCS 5/10-20.67 new) |
8 | | Sec. 10-20.67. Short-term substitute teacher training. |
9 | | (a) Each school board shall, in collaboration with its |
10 | | teachers or, if applicable, the exclusive bargaining |
11 | | representative of its teachers, jointly develop a short-term |
12 | | substitute teacher training program that provides individuals |
13 | | who hold a Short-Term Substitute Teaching License under Section |
14 | | 21B-20 of this Code with information on curriculum, classroom |
15 | | management techniques, school safety, and district and |
16 | | building operations. The State Board of Education may develop a |

1 | | model short-term substitute teacher training program for use by |
2 | | a school board under this subsection (a) if the school board |
3 | | and its teachers or, if applicable, the exclusive bargaining |
4 | | representative of its teachers agree to use the State Board's |
5 | | model. A school board with a substitute teacher training |
6 | | program in place before the effective date of this amendatory |
7 | | Act of the 100th General Assembly may utilize that program to |
8 | | satisfy the requirements of this subsection (a). |
9 | | (b) Nothing in this Section prohibits a school board from |
10 | | offering substitute training to substitute teachers licensed |
11 | | under paragraph (3) of Section 21B-20 of this Code or to |
12 | | substitute teachers holding a Professional Educator License. |
13 | | (c) This Section is repealed on July 1, 2023. |
14 | | (105 ILCS 5/21B-20) |
15 | | Sec. 21B-20. Types of licenses. The Before July 1, 2013, |
16 | | the State Board of Education shall implement a system of |
17 | | educator licensure, whereby individuals employed in school |
18 | | districts who are required to be licensed must have one of the |
19 | | following licenses: (i) a professional educator license; (ii) |
20 | | an a professional educator license with stipulations; or (iii) |
21 | | a substitute teaching license ; or (iv) until June 30, 2023, a |
22 | | short-term substitute teaching license . References in law |
23 | | regarding individuals certified or certificated or required to |
24 | | be certified or certificated under Article 21 of this Code |
25 | | shall also include individuals licensed or required to be |

1 | | licensed under this Article. The first year of all licenses |
2 | | ends on June 30 following one full year of the license being |
3 | | issued. |
4 | | The State Board of Education, in consultation with the |
5 | | State Educator Preparation and Licensure Board, may adopt such |
6 | | rules as may be necessary to govern the requirements for |
7 | | licenses and endorsements under this Section. |
8 | | (1) Professional Educator License. Persons who (i) |
9 | | have successfully completed an approved educator |
10 | | preparation program and are recommended for licensure by |
11 | | the Illinois institution offering the educator preparation |
12 | | program, (ii) have successfully completed the required |
13 | | testing under Section 21B-30 of this Code, (iii) have |
14 | | successfully completed coursework on the psychology of, |
15 | | the identification of, and the methods of instruction for |
16 | | the exceptional child, including without limitation |
17 | | children with learning disabilities, (iv) have |
18 | | successfully completed coursework in methods of reading |
19 | | and reading in the content area, and (v) have met all other |
20 | | criteria established by rule of the State Board of |
21 | | Education shall be issued a Professional Educator License. |
22 | | All Professional Educator Licenses are valid until June 30 |
23 | | immediately following 5 years of the license being issued. |
24 | | The Professional Educator License shall be endorsed with |
25 | | specific areas and grade levels in which the individual is |
26 | | eligible to practice. |

1 | | Individuals can receive subsequent endorsements on the |
2 | | Professional Educator License. Subsequent endorsements |
3 | | shall require a minimum of 24 semester hours of coursework |
4 | | in the endorsement area, unless otherwise specified by |
5 | | rule, and passage of the applicable content area test. |
6 | | (2) Educator License with Stipulations. An Educator |
7 | | License with Stipulations shall be issued an endorsement |
8 | | that limits the license holder to one particular position |
9 | | or does not require completion of an approved educator |
10 | | program or both. |
11 | | An individual with an Educator License with |
12 | | Stipulations must not be employed by a school district or |
13 | | any other entity to replace any presently employed teacher |
14 | | who otherwise would not be replaced for any reason. |
15 | | An Educator License with Stipulations may be issued |
16 | | with the following endorsements: |
17 | | (A) Provisional educator. A provisional educator |
18 | | endorsement in a specific content area or areas on an |
19 | | Educator License with Stipulations may be issued to an |
20 | | applicant who holds an educator license from another |
21 | | state, U.S. territory, or foreign country and who, at |
22 | | the time of applying for an Illinois license, does not |
23 | | meet the minimum requirements under Section 21B-35 of |
24 | | this Code, but does, at a minimum, meet the following |
25 | | requirements: |
26 | | (i) Holds the equivalent of a minimum of a |

1 | | bachelor's degree, unless a master's degree is |
2 | | required for the endorsement, from a regionally |
3 | | accredited college or university or, for |
4 | | individuals educated in a country other than the |
5 | | United States, the equivalent of a minimum of a |
6 | | bachelor's degree issued in the United States, |
7 | | unless a master's degree is required for the |
8 | | endorsement. |
9 | | (ii) Has passed or passes a test of basic |
10 | | skills and content area test prior to or within one |
11 | | year after issuance of the provisional educator |
12 | | endorsement on the Educator License with |
13 | | Stipulations. If an individual who holds an |
14 | | Educator License with Stipulations endorsed for |
15 | | provisional educator has not passed a test of basic |
16 | | skills and applicable content area test or tests |
17 | | within one year after issuance of the endorsement, |
18 | | the endorsement shall expire on June 30 following |
19 | | one full year of the endorsement being issued. If |
20 | | such an individual has passed the test of basic |
21 | | skills and applicable content area test or tests |
22 | | either prior to issuance of the endorsement or |
23 | | within one year after issuance of the endorsement, |
24 | | the endorsement is valid until June 30 immediately |
25 | | following 2 years of the license being issued, |
26 | | during which time any and all coursework |

1 | | deficiencies must be met and any and all additional |
2 | | testing deficiencies must be met. |
3 | | In addition, a provisional educator endorsement |
4 | | for principals or superintendents may be issued if the |
5 | | individual meets the requirements set forth in |
6 | | subdivisions (1) and (3) of subsection (b-5) of Section |
7 | | 21B-35 of this Code. Applicants who have not been |
8 | | entitled by an Illinois-approved educator preparation |
9 | | program at an Illinois institution of higher education |
10 | | shall not receive a provisional educator endorsement |
11 | | if the person completed an alternative licensure |
12 | | program in another state, unless the program has been |
13 | | determined to be equivalent to Illinois program |
14 | | requirements. |
15 | | Notwithstanding any other requirements of this |
16 | | Section, a service member or spouse of a service member |
17 | | may obtain a Professional Educator License with |
18 | | Stipulations, and a provisional educator endorsement |
19 | | in a specific content area or areas, if he or she holds |
20 | | a valid teaching certificate or license in good |
21 | | standing from another state, meets the qualifications |
22 | | of educators outlined in Section 21B-15 of this Code, |
23 | | and has not engaged in any misconduct that would |
24 | | prohibit an individual from obtaining a license |
25 | | pursuant to Illinois law, including without limitation |
26 | | any administrative rules of the State Board of |

|
1 | | Education. |
2 | | In this Section, "service member" means any person |
3 | | who, at the time of application under this Section, is |
4 | | an active duty member of the United States Armed Forces |
5 | | or any reserve component of the United States Armed |
6 | | Forces or the National Guard of any state, |
7 | | commonwealth, or territory of the United States or the |
8 | | District of Columbia. |
9 | | A provisional educator endorsement is valid until |
10 | | June 30 immediately following 2 years of the license |
11 | | being issued, provided that any remaining testing and |
12 | | coursework deficiencies are met as set forth in this |
13 | | Section. Failure to satisfy all stated deficiencies |
14 | | shall mean the individual, including any service |
15 | | member or spouse who has obtained a Professional |
16 | | Educator License with Stipulations and a provisional |
17 | | educator endorsement in a specific content area or |
18 | | areas, is ineligible to receive a Professional |
19 | | Educator License at that time. An Educator License with |
20 | | Stipulations endorsed for provisional educator shall |
21 | | not be renewed for individuals who hold an Educator |
22 | | License with Stipulations and who have held a position |
23 | | in a public school or non-public school recognized by |
24 | | the State Board of Education. |
25 | | (B) Alternative provisional educator. An |
26 | | alternative provisional educator endorsement on an |

|
1 | | Educator License with Stipulations may be issued to an |
2 | | applicant who, at the time of applying for the |
3 | | endorsement, has done all of the following: |
4 | | (i) Graduated from a regionally accredited |
5 | | college or university with a minimum of a |
6 | | bachelor's degree. |
7 | | (ii) Successfully completed the first phase of |
8 | | the Alternative Educator Licensure Program for |
9 | | Teachers, as described in Section 21B-50 of this |
10 | | Code. |
11 | | (iii) Passed a test of basic skills and content |
12 | | area test, as required under Section 21B-30 of this |
13 | | Code. |
14 | | The alternative provisional educator endorsement is |
15 | | valid for 2 years of teaching and may be renewed for a |
16 | | third year by an individual meeting the requirements set |
17 | | forth in Section 21B-50 of this Code. |
18 | | (C) Alternative provisional superintendent. An |
19 | | alternative provisional superintendent endorsement on |
20 | | an Educator License with Stipulations entitles the |
21 | | holder to serve only as a superintendent or assistant |
22 | | superintendent in a school district's central office. |
23 | | This endorsement may only be issued to an applicant |
24 | | who, at the time of applying for the endorsement, has |
25 | | done all of the following: |
26 | | (i) Graduated from a regionally accredited |

1 | | college or university with a minimum of a master's |
2 | | degree in a management field other than education. |
3 | | (ii) Been employed for a period of at least 5 |
4 | | years in a management level position in a field |
5 | | other than education. |
6 | | (iii) Successfully completed the first phase |
7 | | of an alternative route to superintendent |
8 | | endorsement program, as provided in Section 21B-55 |
9 | | of this Code. |
10 | | (iv) Passed a test of basic skills and content |
11 | | area tests required under Section 21B-30 of this |
12 | | Code. |
13 | | The endorsement may be registered for 2 fiscal |
14 | | years in order to complete one full year of serving as |
15 | | a superintendent or assistant superintendent. |
16 | | (D) Resident teacher endorsement. A resident |
17 | | teacher endorsement on an Educator License with |
18 | | Stipulations may be issued to an applicant who, at the |
19 | | time of applying for the endorsement, has done all of |
20 | | the following: |
21 | | (i) Graduated from a regionally accredited |
22 | | institution of higher education with a minimum of a |
23 | | bachelor's degree. |
24 | | (ii) Enrolled in an approved Illinois educator |
25 | | preparation program. |
26 | | (iii) Passed a test of basic skills and content |

1 | | area test, as required under Section 21B-30 of this |
2 | | Code. |
3 | | The resident teacher endorsement on an Educator |
4 | | License with Stipulations is valid for 4 years of |
5 | | teaching and shall not be renewed. |
6 | | A resident teacher may teach only under the |
7 | | direction of a licensed teacher, who shall act as the |
8 | | resident mentor teacher, and may not teach in place of |
9 | | a licensed teacher.
A resident teacher endorsement on |
10 | | an Educator License with Stipulations shall no longer |
11 | | be valid after June 30, 2017. |
12 | | (E) Career and technical educator. A career and |
13 | | technical educator endorsement on an Educator License |
14 | | with Stipulations may be issued to an applicant who has |
15 | | a minimum of 60 semester hours of coursework from a |
16 | | regionally accredited institution of higher education |
17 | | or an accredited trade and technical institution and |
18 | | has a minimum of 2,000 hours of experience outside of |
19 | | education in each area to be taught. |
20 | | The career and technical educator endorsement on |
21 | | an Educator License with Stipulations is valid until |
22 | | June 30 immediately following 5 years of the |
23 | | endorsement being issued and may be renewed. For |
24 | | individuals who were issued the career and technical |
25 | | educator endorsement on an Educator License with |
26 | | Stipulations on or after January 1, 2015, the license |

1 | | may be renewed if the individual passes a test of basic |
2 | | skills or test of work proficiency, as required under |
3 | | Section 21B-30 of this Code. |
4 | | An individual who holds a valid career and |
5 | | technical educator endorsement on an Educator License |
6 | | with Stipulations but does not hold a bachelor's degree |
7 | | may substitute teach in career and technical education |
8 | | classrooms. |
9 | | (F) Part-time provisional career and technical |
10 | | educator or provisional career and technical educator. |
11 | | A part-time provisional career and technical educator |
12 | | endorsement or a provisional career and technical |
13 | | educator endorsement on an Educator License with |
14 | | Stipulations may be issued to an applicant who has a |
15 | | minimum of 8,000 hours of work experience in the skill |
16 | | for which the applicant is seeking the endorsement. It |
17 | | is the responsibility of each employing school board |
18 | | and regional office of education to provide |
19 | | verification, in writing, to the State Superintendent |
20 | | of Education at the time the application is submitted |
21 | | that no qualified teacher holding a Professional |
22 | | Educator License or an Educator License with |
23 | | Stipulations with a career and technical educator |
24 | | endorsement is available and that actual circumstances |
25 | | require such issuance. |
26 | | The provisional career and technical educator |

1 | | endorsement on an Educator License with Stipulations |
2 | | is valid until June 30 immediately following 5 years of |
3 | | the endorsement being issued and may be renewed for 5 |
4 | | years. For individuals who were issued the provisional |
5 | | career and technical educator endorsement on an |
6 | | Educator License with Stipulations on or after January |
7 | | 1, 2015, the license may be renewed if the individual |
8 | | passes a test of basic skills or test of work |
9 | | proficiency, as required under Section 21B-30 of this |
10 | | Code. |
11 | | A part-time provisional career and technical |
12 | | educator endorsement on an Educator License with |
13 | | Stipulations may be issued for teaching no more than 2 |
14 | | courses of study for grades 6 through 12. The part-time |
15 | | provisional career and technical educator endorsement |
16 | | on an Educator License with Stipulations is valid until |
17 | | June 30 immediately following 5 years of the |
18 | | endorsement being issued and may be renewed for 5 years |
19 | | if the individual makes application for renewal. |
20 | | An individual who holds a provisional or part-time |
21 | | provisional career and technical educator endorsement |
22 | | on an Educator License with Stipulations but does not |
23 | | hold a bachelor's degree may substitute teach in career |
24 | | and technical education classrooms. |
25 | | (G) Transitional bilingual educator. A |
26 | | transitional bilingual educator endorsement on an |

|
1 | | Educator License with Stipulations may be issued for |
2 | | the purpose of providing instruction in accordance |
3 | | with Article 14C of this Code to an applicant who |
4 | | provides satisfactory evidence that he or she meets all |
5 | | of the following requirements: |
6 | | (i) Possesses adequate speaking, reading, and |
7 | | writing ability in the language other than English |
8 | | in which transitional bilingual education is |
9 | | offered. |
10 | | (ii) Has the ability to successfully |
11 | | communicate in English. |
12 | | (iii) Either possessed, within 5 years |
13 | | previous to his or her applying for a transitional |
14 | | bilingual educator endorsement, a valid and |
15 | | comparable teaching certificate or comparable |
16 | | authorization issued by a foreign country or holds |
17 | | a degree from an institution of higher learning in |
18 | | a foreign country that the State Educator |
19 | | Preparation and Licensure Board determines to be |
20 | | the equivalent of a bachelor's degree from a |
21 | | regionally accredited institution of higher |
22 | | learning in the United States. |
23 | | A transitional bilingual educator endorsement |
24 | | shall be valid for prekindergarten through grade 12, is |
25 | | valid until June 30 immediately following 5 years of |
26 | | the endorsement being issued, and shall not be renewed. |

|
1 | | Persons holding a transitional bilingual educator |
2 | | endorsement shall not be employed to replace any |
3 | | presently employed teacher who otherwise would not be |
4 | | replaced for any reason. |
5 | | (H) Language endorsement. In an effort to |
6 | | alleviate the shortage of teachers speaking a language |
7 | | other than English in the public schools, an individual |
8 | | who holds an Educator License with Stipulations may |
9 | | also apply for a language endorsement, provided that |
10 | | the applicant provides satisfactory evidence that he |
11 | | or she meets all of the following requirements: |
12 | | (i) Holds a transitional bilingual |
13 | | endorsement. |
14 | | (ii) Has demonstrated proficiency in the |
15 | | language for which the endorsement is to be issued |
16 | | by passing the applicable language content test |
17 | | required by the State Board of Education. |
18 | | (iii) Holds a bachelor's degree or higher from |
19 | | a regionally accredited institution of higher |
20 | | education or, for individuals educated in a |
21 | | country other than the United States, holds a |
22 | | degree from an institution of higher learning in a |
23 | | foreign country that the State Educator |
24 | | Preparation and Licensure Board determines to be |
25 | | the equivalent of a bachelor's degree from a |
26 | | regionally accredited institution of higher |

|
1 | | learning in the United States. |
2 | | (iv) Has passed a test of basic skills, as |
3 | | required under Section 21B-30 of this Code. |
4 | | A language endorsement on an Educator License with |
5 | | Stipulations is valid for prekindergarten through |
6 | | grade 12 for the same validity period as the |
7 | | individual's transitional bilingual educator |
8 | | endorsement on the Educator License with Stipulations |
9 | | and shall not be renewed. |
10 | | (I) Visiting international educator. A visiting |
11 | | international educator endorsement on an Educator |
12 | | License with Stipulations may be issued to an |
13 | | individual who is being recruited by a particular |
14 | | school district that conducts formal recruitment |
15 | | programs outside of the United States to secure the |
16 | | services of qualified teachers and who meets all of the |
17 | | following requirements: |
18 | | (i) Holds the equivalent of a minimum of a |
19 | | bachelor's degree issued in the United States. |
20 | | (ii) Has been prepared as a teacher at the |
21 | | grade level for which he or she will be employed. |
22 | | (iii) Has adequate content knowledge in the |
23 | | subject to be taught. |
24 | | (iv) Has an adequate command of the English |
25 | | language. |
26 | | A holder of a visiting international educator |

|
1 | | endorsement on an Educator License with Stipulations |
2 | | shall be permitted to teach in bilingual education |
3 | | programs in the language that was the medium of |
4 | | instruction in his or her teacher preparation program, |
5 | | provided that he or she passes the English Language |
6 | | Proficiency Examination or another test of writing |
7 | | skills in English identified by the State Board of |
8 | | Education, in consultation with the State Educator |
9 | | Preparation and Licensure Board. |
10 | | A visiting international educator endorsement on |
11 | | an Educator License with Stipulations is valid for 3 |
12 | | years and shall not be renewed. |
13 | | (J) Paraprofessional educator. A paraprofessional |
14 | | educator endorsement on an Educator License with |
15 | | Stipulations may be issued to an applicant who holds a |
16 | | high school diploma or its recognized equivalent and |
17 | | either holds an associate's degree or a minimum of 60 |
18 | | semester hours of credit from a regionally accredited |
19 | | institution of higher education or has passed a test of |
20 | | basic skills required under Section 21B-30 of this |
21 | | Code. The paraprofessional educator endorsement is |
22 | | valid until June 30 immediately following 5 years of |
23 | | the endorsement being issued and may be renewed through |
24 | | application and payment of the appropriate fee, as |
25 | | required under Section 21B-40 of this Code. An |
26 | | individual who holds only a paraprofessional educator |

1 | | endorsement is not subject to additional requirements |
2 | | in order to renew the endorsement. |
3 | | (K) Chief school business official. A chief school |
4 | | business official endorsement on an Educator License |
5 | | with Stipulations may be issued to an applicant who |
6 | | qualifies by having a master's degree or higher, 2 |
7 | | years of full-time administrative experience in school |
8 | | business management or 2 years of university-approved |
9 | | practical experience, and a minimum of 24 semester |
10 | | hours of graduate credit in a program approved by the |
11 | | State Board of Education for the preparation of school |
12 | | business administrators and by passage of the |
13 | | applicable State tests, including a test of basic |
14 | | skills and applicable content area test. |
15 | | The chief school business official endorsement may |
16 | | also be affixed to the Educator License with |
17 | | Stipulations of any holder who qualifies by having a |
18 | | master's degree in business administration, finance, |
19 | | accounting, or public administration and who completes |
20 | | an additional 6 semester hours of internship in school |
21 | | business management from a regionally accredited |
22 | | institution of higher education and passes the |
23 | | applicable State tests, including a test of basic |
24 | | skills and applicable content area test. This |
25 | | endorsement shall be required for any individual |
26 | | employed as a chief school business official. |

1 | | The chief school business official endorsement on |
2 | | an Educator License with Stipulations is valid until |
3 | | June 30 immediately following 5 years of the |
4 | | endorsement being issued and may be renewed if the |
5 | | license holder completes renewal requirements as |
6 | | required for individuals who hold a Professional |
7 | | Educator License endorsed for chief school business |
8 | | official under Section 21B-45 of this Code and such |
9 | | rules as may be adopted by the State Board of |
10 | | Education. |
11 | | The State Board of Education shall adopt any rules |
12 | | necessary to implement Public Act 100-288 this |
13 | | amendatory Act of the 100th General Assembly . |
14 | | (L) Provisional in-state educator. A provisional |
15 | | in-state educator endorsement on an Educator License |
16 | | with Stipulations may be issued to a candidate who has |
17 | | completed an Illinois-approved educator preparation |
18 | | program at an Illinois institution of higher education |
19 | | and who has not successfully completed an |
20 | | evidence-based assessment of teacher effectiveness but |
21 | | who meets all of the following requirements: |
22 | | (i) Holds at least a bachelor's degree. |
23 | | (ii) Has completed an approved educator |
24 | | preparation program at an Illinois institution. |
25 | | (iii) Has passed a test of basic skills and |
26 | | applicable content area test, as required by |

1 | | Section 21B-30 of this Code. |
2 | | (iv) Has attempted an evidence-based |
3 | | assessment of teacher effectiveness and received a |
4 | | minimum score on that assessment, as established |
5 | | by the State Board of Education in consultation |
6 | | with the State Educator Preparation and Licensure |
7 | | Board. |
8 | | A provisional in-state educator endorsement on an |
9 | | Educator License with Stipulations is valid for one |
10 | | full fiscal year after the date of issuance and may not |
11 | | be renewed. |
12 | | (3) Substitute Teaching License. A Substitute Teaching |
13 | | License may be issued to qualified applicants for |
14 | | substitute teaching in all grades of the public schools, |

2 | | A substitute teacher may only teach in the place of a |
3 | | licensed teacher who is under contract with the employing |
4 | | board. If, however, there is no licensed teacher under |
5 | | contract because of an emergency situation, then a district |
6 | | may employ a substitute teacher for no longer than 30 |
7 | | calendar days per each vacant position in the district if |
8 | | the district notifies the appropriate regional office of |
9 | | education within 5 business days after the employment of |
10 | | the substitute teacher in the emergency situation. An |
11 | | emergency situation is one in which an unforeseen vacancy |
12 | | has occurred and (i) a teacher is unable to fulfill his or |
13 | | her contractual duties or (ii) teacher capacity needs of |
14 | | the district exceed previous indications, and the district |
15 | | is actively engaged in advertising to hire a fully licensed |
16 | | teacher for the vacant position. |
17 | | There is no limit on the number of days that a |
18 | | substitute teacher may teach in a single school district, |
19 | | provided that no substitute teacher may teach for longer |
20 | | than 90 school days for any one licensed teacher under |
21 | | contract in the same school year. A substitute teacher who |
22 | | holds a Professional Educator License or Educator License |
23 | | with Stipulations shall not teach for more than 120 school |
24 | | days for any one licensed teacher under contract in the |
25 | | same school year. The limitations in this paragraph (3) on |
26 | | the number of days a substitute teacher may be employed do |

10 | | License. A Short-Term Substitute Teaching License may be |
11 | | issued to a qualified applicant for substitute teaching in |
12 | | all grades of the public schools, prekindergarten through |
13 | | grade 12. Short-Term Substitute Teaching Licenses are not |
14 | | eligible for endorsements. Applicants for a Short-Term |
15 | | Substitute Teaching License must hold an associate's |
16 | | degree or have completed at least 60 credit hours from a |
17 | | regionally accredited institution of higher education. |
18 | | Short-Term Substitute Teaching Licenses are valid for |
19 | | substitute teaching in every county of this State. If an |
20 | | individual has had his or her Professional Educator License |
21 | | or Educator License with Stipulations suspended or |
22 | | revoked, then that individual is not eligible to obtain a |

22 | | beginning on January 1, 2015, the application fee for a |

7 | | Education that the licensee has taught pursuant to the |

10 | | (1.7) A $25 application fee for a Short-Term Substitute |
11 | | Teaching License. The Short-Term Substitute Teaching |
12 | | License must be registered in at least one region in this |
13 | | State, but does not require a registration fee. The |
14 | | licensee may apply for a refund of the application fee |
15 | | within 18 months of issuance of the new license and shall |
16 | | be issued that refund by the State Board of Education if |
17 | | the licensee provides evidence to the State Board of |
18 | | Education that the licensee has taught pursuant to the |
19 | | Short-Term Substitute Teaching License at least 10 full |
20 | | school days within one year of issuance. |
21 | | (2) A $150 application fee for individuals who have not |
22 | | been entitled by an Illinois-approved educator preparation |
23 | | program at an Illinois institution of higher education and |
24 | | are seeking any of the licenses set forth in subdivision |
25 | | (1) of this subsection (a). |
26 | | (3) A $50 application fee for each endorsement or |

1 | | approval an individual holding a license wishes to add to |
2 | | that license. |
3 | | (4) A $10 per year registration fee for the course of |
4 | | the validity cycle to register the license, which shall be |
5 | | paid to the regional office of education having supervision |
6 | | and control over the school in which the individual holding |
7 | | the license is to be employed. If the individual holding |
8 | | the license is not yet employed, then the license may be |
9 | | registered in any county in this State. The registration |
10 | | fee must be paid in its entirety the first time the |
11 | | individual registers the license for a particular validity |
12 | | period in a single region. No additional fee may be charged |
13 | | for that validity period should the individual |
14 | | subsequently register the license in additional regions. |
15 | | An individual must register the license (i) immediately |
16 | | after initial issuance of the license and (ii) at the |
17 | | beginning of each renewal cycle if the individual has |
18 | | satisfied the renewal requirements required under this |
19 | | Code. |
20 | | Beginning on July 1, 2017, at the beginning of each |
21 | | renewal cycle, individuals who hold a Substitute Teaching |
22 | | License may apply for a reimbursement of the registration |
23 | | fee within 18 months of renewal and shall be issued that |
24 | | reimbursement by the State Board of Education from funds |
25 | | appropriated for that purpose if the licensee provides |
26 | | evidence to the State Board of Education that the licensee |

1 | | has taught pursuant to the Substitute Teaching License at |
2 | | least 10 full school days within one year of renewal. |
3 | | (b) All application fees paid pursuant to subdivisions (1) |
4 | | through (3) of subsection (a) of this Section shall be |
5 | | deposited into the Teacher Certificate Fee Revolving Fund and |
6 | | shall be used, subject to appropriation, by the State Board of |
7 | | Education to provide the technology and human resources |
8 | | necessary for the timely and efficient processing of |
9 | | applications and for the renewal of licenses. Funds available |
10 | | from the Teacher Certificate Fee Revolving Fund may also be |
11 | | used by the State Board of Education to support the recruitment |
12 | | and retention of educators, to support educator preparation |
13 | | programs as they seek national accreditation, and to provide |
14 | | professional development aligned with the requirements set |
15 | | forth in Section 21B-45 of this Code. A majority of the funds |
16 | | in the Teacher Certificate Fee Revolving Fund must be dedicated |
17 | | to the timely and efficient processing of applications and for |
18 | | the renewal of licenses. The Teacher Certificate Fee Revolving |
19 | | Fund is not subject to administrative charge transfers, |
20 | | authorized under Section 8h of the State Finance Act, from the |
21 | | Teacher Certificate Fee Revolving Fund into any other fund of |
22 | | this State, and moneys in the Teacher Certificate Fee Revolving |
23 | | Fund shall not revert back to the General Revenue Fund at any |
24 | | time. |
25 | | The regional superintendent of schools shall deposit the |
26 | | registration fees paid pursuant to subdivision (4) of |

1 | | subsection (a) of this Section into the institute fund |
2 | | established pursuant to Section 3-11 of this Code. |
3 | | (c) The State Board of Education and each regional office |
4 | | of education are authorized to charge a service or convenience |
5 | | fee for the use of credit cards for the payment of license |
6 | | fees. This service or convenience fee shall not exceed the |
7 | | amount required by the credit card processing company or vendor |
8 | | that has entered into a contract with the State Board or |
9 | | regional office of education for this purpose, and the fee must |
10 | | be paid to that company or vendor. |
11 | | (d) If, at the time a certificate issued under Article 21 |
12 | | of this Code is exchanged for a license issued under this |
13 | | Article, a person has paid registration fees for any years of |
14 | | the validity period of the certificate and these years have not |
15 | | expired when the certificate is exchanged, then those fees must |
16 | | be applied to the registration of the new license.

23 | | teachers, jointly develop a short-term substitute teacher |
24 | | training program that provides individuals who hold a |
25 | | Short-Term Substitute Teaching License under Section 21B-20 of |

1 | | this Code with information on curriculum, classroom management |
2 | | techniques, school safety, and district and building |
3 | | operations. The State Board of Education may develop a model |
4 | | short-term substitute teacher training program for use by the |
5 | | board under this subsection (a) if the board and its teachers |
6 | | or, if applicable, the exclusive bargaining representative of |
7 | | its teachers agree to use the State Board's model. If the board |
8 | | has a substitute teacher training program in place before the |
9 | | effective date of this amendatory Act of the 100th General |
10 | | Assembly, it may utilize that program to satisfy the |
11 | | requirements of this subsection (a). |
12 | | (b) Nothing in this Section prohibits the board from |
13 | | offering substitute training to substitute teachers licensed |
14 | | under paragraph (3) of Section 21B-20 of this Code or to |
15 | | substitute teachers holding a Professional Educator License. |
16 | | (c) This Section is repealed on July 1, 2023.

17 | | Section 99. Effective date. This Act takes effect July 1, |
18 | | 2018.".
