Creates the State Agency and Grantee Bonus Prohibition Act. Provides that no State agency may pay a bonus to its employees. Provides that no entity receiving State grant funds may pay a bonus from grant funds awarded for operational expenses to its employees. Defines terms. Effective immediately.

1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the State |
5 | | Agency and Grantee Bonus Prohibition Act. |
6 | | Section 5. Definitions. As used in this Act: |
7 | | "Employee" means any person employed, full-time, |
8 | | part-time, or contractually, in any capacity by a State agency, |
9 | | without regard to whether that person's employment is subject |
10 | | to the advice and consent of the Senate or is for a stated |
11 | | term. "Employee" does not include persons subject to a |
12 | | collective bargaining agreement. |
13 | | "Grant funds" has the meaning provided in Section 2 of the |
14 | | Illinois Grant Funds Recovery Act. |
15 | | "Grantee" has the meaning provided in Section 2 of the |
16 | | Illinois Grant Funds Recovery Act. |
17 | | "State agency" has the meaning provided in Section 1-15.100 |
18 | | of the Illinois Procurement Code. |
19 | | Section 10. Bonuses prohibited. |
20 | | No State agency shall pay a bonus to its employees. No |
21 | | employee of a State agency may receive a bonus as all or part |
22 | | of his or her compensation. |
