SYNOPSIS AS INTRODUCED:
Makes appropriations for the ordinary and contingent expenses of the Board of Higher Education and the Illinois Math and Science Academy for the fiscal year beginning July 1, 2017, as follows:

Federal Funds $ 5,500,000

AN ACT concerning appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
ARTICLE 1
Section 5. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the General Revenue Fund to the Board of Higher Education to meet ordinary and contingent expenses for the fiscal year ending June 30, 2018:
For Personal Services.......................... 2,157,600
For State Contributions to Social
Security, for Medicare........................... 31,300
For Contractual Services......................... 438,400
For Travel........................................ 48,900
For Commodities................................... 10,900
For Printing....................................... 4,500
For Equipment...................................... 8,300

For Operation of Automotive Equipment.............. 3,900
Total $2,743,800
Section 10. The sum of $315,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Higher Education for costs and expenses associated with the administration and enforcement associated with the P-20 Longitudinal Education Data System Act.
Section 15. The sum of $203,700, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Higher Education for costs associated with the u.Select System.
Section 20. The following named amount, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Higher Education for distribution as grants authorized by the Higher Education Cooperation Act:
Quad-Cities Graduate Study Center................. 82,000
Section 25. The following named sums, or so much thereof as may be necessary, are appropriated from the General Revenue Fund to the Illinois Board of Higher Education for Science, Technology, Engineering and Math (S.T.E.M.) diversity initiatives to enhance S.T.E.M. programs for students from underrepresented groups:

Section 30. The sum of $1,089,400, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Higher Education for distribution as grants for Cooperative Work Study Programs to institutions of higher education.
Section 35. The sum of $1,065,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Higher Education for a grant to the Board of Trustees of the University Center of Lake County for the ordinary and contingent expenses of the Center.
Section 40. The sum of $60,088,800, or so much thereof as may be necessary, is appropriated from the Education Assistance Fund to the Board of Higher Education for the distribution of grants to public universities based on performance-based goals.
Section 45. The sum of $30,000 or so much thereof as may be necessary, is appropriated from the Distance Learning Fund to the Board of Higher Education as supplemental support for costs and expenses associated with the administration and enforcement of 110 ILCS 145/40.
Section 50. The amount of $500,000, or so much thereof as may be necessary, is appropriated from the Academic Quality Assurance Fund to the Board of Higher Education as supplemental support for costs and expenses associated with the administration and enforcement of 110 ILCS 1010.
Section 55. The amount of $100,000, or so much thereof as may be necessary, is appropriated from the Private College Academic Quality Assurance Fund to the Board of Higher Education as supplemental support for costs and expenses associated with the administration and enforcement of 110 ILCS 1005.
Section 60. The amount of $550,000, or so much thereof as may be necessary, is appropriated from the Private Business and Vocational Schools Quality Assurance Fund to the Board of Higher Education as supplemental support for costs and expenses associated with the administration and enforcement of the Private Business and Vocational Schools Act of 2012.
Section 65. The sum of $5,500,000, or so much thereof as may be necessary, is appropriated from the BHE Federal Grants Fund to the Board of Higher Education to be expended under the terms and conditions associated with the federal contracts and grants moneys received.
Section 70. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated from the Education Assistance Fund to the Illinois Mathematics and Science Academy to meet ordinary and contingent expenses for the fiscal year ending June 30, 2018:

Section 99. Effective date. This Act takes effect July 1, 2017, if and only if Senate Bill 2063 of the 100th General Assembly (the Unbalanced Budget Response Act), as introduced in the Illinois Senate, becomes law.
