AMENDMENT TO HOUSE BILL 3922

2    AMENDMENT NO. ______. Amend House Bill 3922, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Illinois Municipal Code is amended by
6adding Section 11-19-15 as follows:
 
7    (65 ILCS 5/11-19-15 new)
8    Sec. 11-19-15. Municipal Task Force on Recycling
9Strategies to Reduce Greenhouse Gas Emissions.
10    (a) Landfills are useful resources for the disposal of
11discarded materials. Recycling and composting are also useful
12resources to divert materials from landfills and return
13discarded materials to the secondary markets thereby
14generating economic benefits and a reduction in greenhouse gas
15emissions. The most significant greenhouse gas produced from
16waste is methane. Methane is released during the breakdown of

1organic matter in landfills. Waste prevention and recycling
2help address global climate change by decreasing the amount of
3greenhouse gas emissions and saves energy according to the
4United States Environmental Protection Agency.
5    (b) For the purposes of this Section, "Task Force" means
6the Municipal Task Force on Recycling Strategies to Reduce
7Greenhouse Gas Emissions.
8    (c) The Municipal Task Force on Recycling Strategies to
9Reduce Greenhouse Gas Emissions is hereby created to review the
10status of municipal policies and programs that reduce
11greenhouse gas emissions nationally and internationally. The
12goals of the Task Force are to investigate and provide
13recommendations on municipal initiatives to reduce greenhouse
14gas emissions in a manner that protects the environment and
15public health, to promote economic development through
16recycling, and to calculate greenhouse gas reductions based on
17recycling and composting.
18    The Task Force's review shall include, but not be limited
19to, initiatives that divert the following materials from
20landfills in order to reduce greenhouse gas emissions: carpet,
21corrugated containers, office paper, aluminum cans, newspaper,
22magazines, polyethylene terephthalate and high-density
23polyethylene plastics, steel cans, dimensional lumber, and
24food scrap. The review shall consider the amount of greenhouse
25gas that can be reduced by recycling or composting such
26materials. The review shall also evaluate the extent to which

1greenhouse gas reduction projects benefit the public health and
2provide economic value.
3    The Task Force shall prepare a report that summarizes its
4work and makes recommendations resulting from its review. The
5Task Force shall submit the report of its findings and
6recommendations to the Governor and the General Assembly no
7later than one year after the effective date of this amendatory
8Act of the 100th General Assembly.
9    The Task Force shall consist of the following 14 members:
10        (1) the Director of the Environmental Protection
11    Agency or his or her representative;
12        (2) four persons appointed by the Director of the
13    Environmental Protection Agency to represent
14    municipalities;
15        (3) two persons appointed by the Director of the
16    Environmental Protection Agency to represent environmental
17    organizations;
18        (4) four persons appointed by the Director of the
19    Environmental Protection Agency to represent recyclers and
20    composters;
21        (5) one person appointed by the Director of the
22    Environmental Protection Agency to support administrative
23    planning and to draft the findings and recommendations of
24    the Task Force;
25        (6) one person appointed by the Director of the
26    Environmental Protection Agency to represent a national

1    waste and recycling organization; and
2        (7) one person appointed by the Director of the
3    Environmental Protection Agency to represent a statewide
4    manufacturing trade association.
5    The Director of the Environmental Protection Agency, or his
6or her representative, shall chair and facilitate the Task
7Force. The members of the Task Force shall be appointed no
8later than 90 days after the effective date of this amendatory
9Act of the 100th General Assembly. Vacancies in the membership
10of the Task Force shall be filled in the same manner as the
11original appointment. The members of the Task Force shall not
12receive compensation for serving as members of the Task Force.
13    The Environmental Protection Agency shall provide the Task
14Force with administrative and other support.
15    This Section is repealed 2 years after the effective date
16of this amendatory Act of the 100th General Assembly.".
