1 | | (3) satisfies any additional criteria established by |
2 | | the Department consistent with the purposes of this Act; |
3 | | (4) is entirely within a single municipality; and |
4 | | (5) has at least 100 acres of environmentally |
5 | | challenged land within 1500 yards of the riverfront.

6 | | The changes made by this amendatory Act of the 100th |
7 | | General Assembly do not affect the certification of any area |
8 | | certified by the Department as a River Edge Redevelopment Zone |
9 | | under this subsection before the effective date of this |
10 | | amendatory Act of the 100th General Assembly. |
11 | | (b) On and after the effective date of this amendatory Act |
12 | | of the 100th General Assembly, an area is qualified to become a |
13 | | zone if it is an area in the State: |
14 | | (1) located on a river; |
15 | | (2) with less than 30,000 population; and |
16 | | (3) that meets one of the following conditions: |
17 | | (i) has a median household income of less than 80% |
18 | | of State median income for a household of 4, as |
19 | | determined by the U.S. Department of Housing and Urban |
20 | | Development; |
21 | | (ii) has a per capita personal income of less than |
22 | | 60% of the per capita personal income for Illinois as |
23 | | determined by the U.S. Department of Commerce; or |
24 | | (iii) has a median home price of less than 60% of |
25 | | the State median home price. |
