30 ILCS 105/9.08

     Amends the State Finance Act. Requires each State agency to report to the State Comptroller the aggregate dollar amount of all current liabilities held at the time of the report and an estimate of any interest penalties that have accrued under the State Prompt Payment Act. Provides that the report shall be made in a time and form prescribed by the State Comptroller. Removes related language.

1    AN ACT concerning finance.
  
 
2    Be it enacted by the People of the State of Illinois,
 
3represented in the General Assembly:
  
 
 
4    Section 5. The State Finance Act is amended  by changing 
5Section 9.08 as follows:
 
6    (30 ILCS 105/9.08)
7    Sec. 9.08. State agency reports; bills held by the agency.
8    (a) Each State agency shall report to the State Comptroller 
9the aggregate dollar amount of all current liabilities being 
10held and an estimate of interest penalties accrued under the 
11State Prompt Payment Act. The report shall be made in a time 
12and  form prescribed by the State Comptroller.  On October 1, 
132013 and by October 1 of each fiscal year thereafter, each 
14State agency shall report the aggregate dollar amount of any 
15bills held at the State agency on the previous June 30 to the 
16Office of the State Comptroller. 
17    (b) As soon as possible after receiving a report from a 
18State agency under subsection (a) of this Section, the State 
19Comptroller shall post on his or her public-facing website the 
20amount reported by the State agency. 
21    (c) For purposes of this Section, "State agency" means: all 
22executive branch officers, boards, commissions and agencies

23created by the Constitution; all officers,
departments,

1boards, commissions, agencies, institutions, authorities,

2universities, bodies politic and corporate of the State; and 
3administrative
units or corporate outgrowths of the State 
4government which are created by
or pursuant to statute, other 
5than units of local government and their
officers, school 
6districts and boards of election commissioners; and all

7administrative units and corporate outgrowths of the above and 
8as may be
created by executive order of the Governor. "State 
9agency" does not include any officer, department, board, 
10commission, agency, unit, or authority of the legislative or 
11judicial branch.
