1    AN ACT concerning local government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Joliet Regional Port District Act is amended
5by changing Section 15 as follows:
 
6    (70 ILCS 1825/15)  (from Ch. 19, par. 265)
7    Sec. 15. Appointment of Board. Within 60 days after this
8Act becomes effective the Governor, by and with the advice and
9consent of the Senate shall appoint 3 members of the Board who
10reside within the District outside the corporate boundaries of
11the City of Joliet for initial terms expiring June 1st of the
12years 1959, 1961, and 1963, respectively, and the Mayor, with
13the advice and consent of the City Council of the City of
14Joliet, shall appoint 3 members of the Board who reside within
15the City of Joliet for initial terms expiring June 1st of the
16years 1958, 1960, and 1962, respectively. Of the 3 members each
17appointed by the Governor and the Mayor not more than 2 shall
18be affiliated with the same political party at the time of
19appointment. Beginning with the first appointment made by the
20Governor, with the advice and consent of the Senate, after the
21effective date of this amendatory Act of the 96th General
22Assembly, the Governor must appoint members who reside within
23the District outside the corporate boundaries of the City of

1Joliet and the Village of Romeoville. Within 60 days after the
2effective date of this amendatory Act of the 94th General
3Assembly, the County Executive of Will County, with the advice
4and consent of the County Board, shall appoint 3 members of the
5Board for terms expiring June 1st of 2008, 2010, and 2012,
6respectively. Within 60 days after the effective date of this
7amendatory Act of the 96th General Assembly, the President of
8the Village of Romeoville, with the advice and consent of the
9corporate authorities of the Village of Romeoville, shall
10appoint one member of the Board who resides within the Village
11of Romeoville for an initial term expiring June 1st of 2016.
12Beginning with the first appointment made by the Governor, and
13the first appointment made by the County Executive of Will
14County, after the effective date of this amendatory Act of the
15100th General Assembly, at least one of the Governor's
16appointees and at least one of the County Executive of Will
17County's appointees shall be from within the corporate
18boundaries of the Village of Romeoville.
19    At the expiration of the term of any member, his or her
20successor shall be appointed by the Governor, Mayor, President
21of the Village of Romeoville, or County Executive of Will
22County in like manner and with like regard to political party
23affiliation and place of residence of the appointee, as
24appointments for the initial terms.
25    All successors shall hold office for the term of 6 years
26from the first day of June of the year in which the term of

1office commences, except in the case of an appointment to fill
2a vacancy. In case of vacancy in the office of any member
3appointed by the Governor during the recess of the Senate, the
4Governor shall make a temporary appointment until the next
5meeting of the Senate when he or she shall nominate some person
6to fill such office; and any person so nominated, who is
7confirmed by the Senate, shall hold his or her office during
8the remainder of the term and until his or her successor shall
9be appointed and qualified. If the Senate is not in session at
10the time this Act takes effect, the Governor shall make
11temporary appointments as in case of vacancies. The Governor,
12the Mayor, the President of the Village of Romeoville, and the
13County Executive shall certify their respective appointments
14to the Secretary of State. Within 30 days after certification
15of his or her appointment, and before entering upon the duties
16of his or her office, each member of the Board shall take and
17subscribe the constitutional oath of office and file it in the
18office of the Secretary of State.

20    Section 99. Effective date. This Act takes effect upon
21becoming law.
