Amends the Administration Article of the Illinois Public Aid Code. Provides that subject to federal approval, on or after the effective date of the amendatory Act, the LINK card issued by the Department of Human Services for the purpose of enabling cardholders to obtain Supplemental Nutrition Assistance Program (SNAP) benefits or cash shall only be used for in-state transactions. Provides that the Department shall adopt rules and regulations necessary to implement this provision.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Illinois Public Aid Code is amended by |
5 | | adding Section 12-4.4a as follows: |
6 | | (305 ILCS 5/12-4.4a new) |
7 | | Sec. 12-4.4a. LINK card; restricted use. Subject to federal |
8 | | approval, on or after the effective date of this amendatory Act |
9 | | of the 100th General Assembly, the LINK card issued by the |
10 | | Department of Human Services for the purpose of enabling |
11 | | cardholders to obtain Supplemental Nutrition Assistance |
12 | | Program (SNAP) benefits or cash shall only be used for in-state |
13 | | transactions. The Department shall adopt rules and regulations |
14 | | necessary to implement this Section. |
15 | | For the purpose of this Section, "LINK card" means an |
16 | | electronic benefits transfer card issued by the Department of |
17 | | Human
Services for the purpose of enabling a user of the card |
18 | | to obtain SNAP benefits or cash.
