1 | | License. If the application is from a current holder of a |
2 | | Substitute Teaching License, this fee shall be waived if |
3 | | the holder proves to the State Board of Education that he |
4 | | or she has taught at least 10 full school days in the year |
5 | | prior to submitting the application. If the application is |
6 | | from an applicant not currently holding a Substitute |
7 | | Teaching License, the applicant, if granted a Substitute |
8 | | Teaching License, shall receive a refund of the full |
9 | | application fee if he or she proves to the State Board of |
10 | | Education that he or she has taught 10 full school days |
11 | | within a year of receiving the Substitute Teaching License. |
12 | | (2) A $150 application fee for individuals who have not |
13 | | been entitled by an Illinois-approved educator preparation |
14 | | program at an Illinois institution of higher education and |
15 | | are seeking any of the licenses set forth in subdivision |
16 | | (1) of this subsection (a). |
17 | | (3) A $50 application fee for each endorsement or |
18 | | approval an individual holding a license wishes to add to |
19 | | that license. |
20 | | (4) A $10 per year registration fee for the course of |
21 | | the validity cycle to register the license, which shall be |
22 | | paid to the regional office of education having supervision |
23 | | and control over the school in which the individual holding |
24 | | the license is to be employed. If the individual holding |
25 | | the license is not yet employed, then the license may be |
26 | | registered in any county in this State. The registration |

1 | | fee must be paid in its entirety the first time the |
2 | | individual registers the license for a particular validity |
3 | | period in a single region. No additional fee may be charged |
4 | | for that validity period should the individual |
5 | | subsequently register the license in additional regions. |
6 | | An individual must register the license (i) immediately |
7 | | after initial issuance of the license and (ii) at the |
8 | | beginning of each renewal cycle if the individual has |
9 | | satisfied the renewal requirements required under this |
10 | | Code. |
11 | | (b) All application fees paid pursuant to subdivisions (1) |
12 | | through (3) of subsection (a) of this Section shall be |
13 | | deposited into the Teacher Certificate Fee Revolving Fund and |
14 | | shall be used, subject to appropriation, by the State Board of |
15 | | Education to provide the technology and human resources |
16 | | necessary for the timely and efficient processing of |
17 | | applications and for the renewal of licenses. Funds available |
18 | | from the Teacher Certificate Fee Revolving Fund may also be |
19 | | used by the State Board of Education to support the recruitment |
20 | | and retention of educators, to support educator preparation |
21 | | programs as they seek national accreditation, and to provide |
22 | | professional development aligned with the requirements set |
23 | | forth in Section 21B-45 of this Code. A majority of the funds |
24 | | in the Teacher Certificate Fee Revolving Fund must be dedicated |
25 | | to the timely and efficient processing of applications and for |
26 | | the renewal of licenses. The Teacher Certificate Fee Revolving |

1 | | Fund is not subject to administrative charge transfers, |
2 | | authorized under Section 8h of the State Finance Act, from the |
3 | | Teacher Certificate Fee Revolving Fund into any other fund of |
4 | | this State, and moneys in the Teacher Certificate Fee Revolving |
5 | | Fund shall not revert back to the General Revenue Fund at any |
6 | | time. |
7 | | The regional superintendent of schools shall deposit the |
8 | | registration fees paid pursuant to subdivision (4) of |
9 | | subsection (a) of this Section into the institute fund |
10 | | established pursuant to Section 3-11 of this Code. |
11 | | (c) The State Board of Education and each regional office |
12 | | of education are authorized to charge a service or convenience |
13 | | fee for the use of credit cards for the payment of license |
14 | | fees. This service or convenience fee shall not exceed the |
15 | | amount required by the credit card processing company or vendor |
16 | | that has entered into a contract with the State Board or |
17 | | regional office of education for this purpose, and the fee must |
18 | | be paid to that company or vendor. |
19 | | (d) If, at the time a certificate issued under Article 21 |
20 | | of this Code is exchanged for a license issued under this |
21 | | Article, a person has paid registration fees for any years of |
22 | | the validity period of the certificate and these years have not |
23 | | expired when the certificate is exchanged, then those fees must |
24 | | be applied to the registration of the new license.
