Amends the State Historical Library Act. Provides that selected past editions of newspapers of this State that are preserved under a program within
the Lincoln Presidential Library shall be preserved in accordance with industry standards (rather than being microphotographed). Provides that, upon payment of the required fee, any person or organization shall be granted access to the preserved edition (rather than being supplied with prints requested to be made from the negatives of the microphotographs). Provides that the required fee shall be determined by the State Historian and shall be equal to the cost incurred by the Lincoln Presidential Library in granting such access (rather than the cost of supplying the prints). Makes other changes. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The State Historical Library Act is amended by |
| 5 | | changing Section 5.1 as follows:
|
| 6 | | (20 ILCS 3425/5.1) (from Ch. 128, par. 16.1)

| 7 | | Sec. 5.1.
The State Historian shall establish and supervise |
| 8 | | a program within
the Lincoln Presidential Library designed
to |
| 9 | | preserve as historical
records selected past editions of |
| 10 | | newspapers of this State. Such editions
shall be preserved in |
| 11 | | accordance with industry standards and microphotographed. The |
| 12 | | negatives of such microphotographs shall be
stored in a place |
| 13 | | provided by the Lincoln Presidential Library.

| 14 | | The State Historian shall determine on the basis of |
| 15 | | historical value the
various newspaper edition files which |
| 16 | | shall be preserved microphotographed and shall
arrange a |
| 17 | | schedule for such microphotographing. The State Historian or |
| 18 | | designee shall
supervise the making of arrangements for |
| 19 | | acquiring access to past edition
files with the editors or |
| 20 | | publishers of the various newspapers.

| 21 | | The method of microphotography to be employed in this |
| 22 | | program shall
conform to the standards established pursuant to |
| 23 | | Section 17 of "The State
Records Act", approved July 6, 1957.
