AMENDMENT TO HOUSE BILL 3212

2    AMENDMENT NO. ______. Amend House Bill 3212 on page 2,
3lines 14 and 15, by replacing "Mental Health and Developmental
4Disabilities Code" with "Juvenile Court Act of 1987"; and
 
5on page 2, line 20, after "neglected", by inserting "and the
6minor does not require placement in a residential facility, as
7defined by 89 Ill. Adm. Code 301.20"; and
 
8on page 4, by inserting immediately below line 4 the following:
 
9    "(g) Beginning January 1, 2019, and annually thereafter
10through January 1, 2024, the Department of Human Services shall
11submit annual reports to the General Assembly regarding
12homeless minors older than 16 years of age but less than 18
13years of age referred to a youth transitional housing program
14for whom parental consent to enter the program is not obtained.
15The report shall include the following information:

1        (1) the number of homeless minors referred to youth
2    transitional housing programs;
3        (2) the number of homeless minors who were referred but
4    a licensed youth transitional housing program was not able
5    to provide housing and services, and what subsequent steps,
6    if any, were taken to ensure that the homeless minors were
7    referred to an appropriate and available alternative
8    placement;
9        (3) the number of homeless minors who were referred but
10    determined to be ineligible for a youth transitional
11    housing program and the reason why the homeless minors were
12    determined to be ineligible, and what subsequent steps, if
13    any, were taken to ensure that the homeless minors were
14    referred to an appropriate and available alternative
15    placement; and
16        (4) the number of homeless minors who voluntarily left
17    the program and who were dismissed from the program while
18    they were under the age of 18, and what subsequent steps,
19    if any, were taken to ensure that the homeless minors were
20    referred to an appropriate and available alternative
21    placement.".
