| 1 | | AN ACT concerning criminal law.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Unified Code of Corrections is amended by |
| 5 | | changing Section 3-2.5-40.1 as follows:
|
| 6 | | (730 ILCS 5/3-2.5-40.1)

| 7 | | Sec. 3-2.5-40.1. Training. The Department shall design |
| 8 | | training for its personnel and shall enter into agreements with |
| 9 | | the Department of Corrections or other State agencies and |
| 10 | | through them, if necessary, public and private colleges and |
| 11 | | universities, or private organizations to ensure that staff are |
| 12 | | trained to work with a broad range of youth and possess the |
| 13 | | skills necessary to assess, engage, educate, and intervene with |
| 14 | | youth in its custody in ways that are appropriate to ensure |
| 15 | | successful outcomes for those youth and their families pursuant |
| 16 | | to the mission of the Department. The training for Department |
| 17 | | personnel shall include courses in restorative practices. In |
| 18 | | this Section, "restorative practices" means programs and |
| 19 | | activities based on a philosophical framework that emphasizes |
| 20 | | the need to repair harm through a process of mediation and |
| 21 | | peace circles in order to promote empowerment and reparation. |
| 22 | | The Department may adopt rules to implement the training, |
| 23 | | including the length and frequency of the courses and the |
