SYNOPSIS AS INTRODUCED:
 
730 ILCS 5/3-2.5-40.1

    Amends the Unified Code of Corrections. Provides that the training for Department of Juvenile Justice personnel shall include courses in restorative justice. Defines "restorative justice". Provides that the Department may adopt rules to implement the training, including the length and frequency of the courses and the curriculum for the courses.

1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Unified Code of Corrections is amended by
5changing Section 3-2.5-40.1 as follows:
 
6    (730 ILCS 5/3-2.5-40.1)
7    Sec. 3-2.5-40.1. Training. The Department shall design
8training for its personnel and shall enter into agreements with
9the Department of Corrections or other State agencies and
10through them, if necessary, public and private colleges and
11universities, or private organizations to ensure that staff are
12trained to work with a broad range of youth and possess the
13skills necessary to assess, engage, educate, and intervene with
14youth in its custody in ways that are appropriate to ensure
15successful outcomes for those youth and their families pursuant
16to the mission of the Department. The training for Department
17personnel shall include courses in restorative justice. In this
18Section, "restorative justice" means a philosophical framework
19and a series of programs for the criminal justice system that
20emphasize the need to repair the harm done to crime victims
21through a process of negotiation, mediation, victim
22empowerment, and reparation. The Department may adopt rules to
23implement the training, including the length and frequency of
