Amends the Illinois Public Labor Relations Act. Provides that no public employer shall be required to negotiate a collective bargaining agreement in which that employer is required to contribute more than 95% of the cost of public employee health insurance. Provides that the provisions shall apply to any collective bargaining agreement negotiated on or after the effective of this amendatory Act. Defines "public employee" for purposes of the Section. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Public Labor Relations Act is |
5 | | amended by adding Section 7.3 as follows: |
6 | | (5 ILCS 315/7.3 new) |
7 | | Sec. 7.3. Duty to bargain regarding health insurance. |
8 | | Notwithstanding any other provision to the contrary, no public |
9 | | employer shall be required to negotiate a collective bargaining |
10 | | agreement in which that employer is required to contribute more |
11 | | than 95% of the cost of public employee health insurance. The |
12 | | provisions of this Section shall apply to any collective |
13 | | bargaining agreement negotiated on or after the effective of |
14 | | this amendatory Act of the 100th General Assembly. For purposes |
15 | | of this Section, "public employee" shall have the meaning |
16 | | attributed to it under Section 3 of this Act, and shall also |
17 | | include, security employees, peace officers, fire fighters, |
18 | | and teachers employed by the State.

19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law.
