3 | | (2) To encourage defense related businesses to expand |
4 | | or relocate to the State of Illinois. |
5 | | (3) To identify emerging trends and support the |
6 | | long-term viability of the military and defense industry in |
7 | | Illinois. |
8 | | (4) To assist Illinois communities who have been or |
9 | | could be impacted by federal Base Realignment and Closure |
10 | | actions or other military realignments. |
11 | | (5) To be an information clearinghouse by providing |
12 | | military installation information and recommendations to |
13 | | enhance the military value of Illinois defense |
14 | | installations to the Governor, General Assembly, |
15 | | congressional delegation, and State and federal government |
16 | | officials. |
17 | | (b) The Committee shall be composed of the following 7 ex |
18 | | officio members or their designees: the Lieutenant Governor, |
19 | | the Director of Commerce and Economic Opportunity, the |
20 | | Secretary of Transportation, the Director of Natural |
21 | | Resources, the Director of the Environmental Protection |
22 | | Agency, the Director of Revenue, and the Adjutant General of |
23 | | the Department of Military Affairs. In addition, 4 members of |
24 | | the General Assembly shall be appointed, one each appointed by |
25 | | the President of the Senate, the Senate Minority Leader, the |
26 | | Speaker of the House of Representatives, and the Minority |

1 | | Leader of the House of Representatives. The chair and |
2 | | vice-chairs vice-chair of the committee, in consultation with |
3 | | the full Committee, shall appoint 10 8 public members to serve |
4 | | as representatives from the counties, or adjoining counties, of |
5 | | a current or former military base site as necessary to carry |
6 | | out the work of the Commission. The chair and vice-chairs of |
7 | | the Committee, in consultation with the other members of the |
8 | | Committee, shall also appoint up to 4 members having military |
9 | | veteran or defense industry backgrounds from across the State |
10 | | of Illinois. Public member appointees and veteran or defense |
11 | | industry appointees shall serve 4-year terms; however, for the |
12 | | initial terms of those members, half of them shall be appointed |
13 | | for terms of 2 years as the Lieutenant Governor shall |
14 | | determine. |
15 | | (c) The Lieutenant Governor shall serve as chair of the |
16 | | Committee, and the Director of Commerce and Economic |
17 | | Opportunity and the Adjutant General of the Department of |
18 | | Military Affairs shall serve as vice-chairs of the Committee, |
19 | | serve as vice-chair and shall oversee the administration of the |
20 | | Committee and its functions. Expenses necessary to carry out |
21 | | the function of the Committee shall be shared among the |
22 | | agencies represented on the Committee pursuant to an |
23 | | interagency agreement and from funds appropriated for this |
24 | | purpose or from existing funds within the budgets of those |
25 | | agencies. General Assembly appointees shall serve for the |
26 | | duration of the General Assembly in which the appointee is |

1 | | appointed, but the appointee's term shall expire if the |
2 | | appointee no longer remains a member of that General Assembly. |
3 | | The Committee shall meet not less than quarterly. Any appointed |
4 | | member of the Committee who fails to attend at least 3 meetings |
5 | | in a year shall no longer be a member of the Committee, and his |
6 | | or her replacement shall be appointed in the same manner as the |
7 | | member being replaced for the remainder of that member's |
8 | | current term. |
9 | | (d) Each member of the Committee must request reimbursement |
10 | | from his or her individual agency for actual and necessary |
11 | | expenses incurred while performing his or her duties as a |
12 | | member of the Committee. Public members shall be reimbursed |
13 | | from funds appropriated to the Department for that purpose. |
14 | | (e) The Committee shall provide advice and recommendations |
15 | | to the Department on the following: |
16 | | (1) The formation of a strategic plan for State and |
17 | | local military base retention, realignment, and reuse |
18 | | efforts. |
19 | | (2) The issues impacting current and former military |
20 | | bases in the State, including infrastructure requirements, |
21 | | environmental impact issues, military force structure |
22 | | possibilities, tax implications, property considerations, |
23 | | and other issues requiring State agency coordination and |
24 | | support. |
25 | | (3) The status of community involvement and |
26 | | participation in retention, realignment, and reuse efforts |

1 | | and the community support for economic development before |
2 | | and after a military base closing. |
3 | | (4) The State's retention, realignment, and reuse |
4 | | advocacy efforts on the federal level. |
5 | | (5) The development of impact studies concerning the |
6 | | closing of a base on the community, housing, the economy, |
7 | | schools, and other public and private entities, including |
8 | | additional economic development ideas to minimize the |
9 | | impact in the event of the base closing. |
10 | | (6) The development of future economic expansion plans |
11 | | for areas that are subject to closure or realignment.

12 | | (f) The Committee, in cooperation with the Department, |
13 | | shall keep the Governor and General Assembly informed |
14 | | concerning the progress of military base retention, |
15 | | realignment, reuse, and economic development efforts in the |
16 | | State. |
17 | | (g) The Committee shall serve as the central information |
18 | | clearinghouse for all military base reuse, retention, and |
19 | | realignment activities. This shall include: (i) serving as a |
20 | | liaison between the State and community organizations that |
21 | | support the long-term viability of military bases; (ii) |
22 | | communicating with the State's congressional delegation; and |
23 | | (iii) generally coordinating with the public, governmental |
24 | | bodies, and officials in communicating about the future of |
25 | | military bases in the State.
