AMENDMENT TO HOUSE BILL 2989

2    AMENDMENT NO. ______. Amend House Bill 2989 on page 3, line
325, by inserting after the period the following:
4"The Department may not restrict or limit in-person visits to
5committed persons due to the availability of interactive video
6conferences."; and
 
7on page 4, by inserting immediately below line 6 the following:
8    "(f-10)(1) The Department shall issue a standard written
9policy for each institution and facility of the Department that
10provides for:
11        (A) the number of in-person visits each committed
12    person is entitled to per week and per month;
13        (B) the hours of in-person visits; and
14        (C) the type of identification required for visitors.
15    (2) This policy shall be posted on the Department website
16and at each facility.
17    (3) Visitations may not be restricted based on disciplinary

1actions generated from the actions of other committed persons.
2    (4) A minor may not be denied entry to visit a committed
3person for lack of an identification.
4    (5) The Department shall post on its website daily any
5restrictions or denials of visitation for that day and the
6succeeding 5 calendar days, including those based on a lockdown
7of the facility, to inform family members and other visitors.
8    (6) The Department shall appoint a Family Ombudsman who
9shall be responsible for fielding complaints and questions from
10family members on the application of this standard written
11policy for family visits.".
