2 | AMENDMENT NO. ______. Amend House Bill 2984, AS AMENDED, by | ||||||
3 | replacing everything after the enacting clause with the | ||||||
4 | following:

5 | "Section 5. The Department of Public Health Powers and | ||||||
6 | Duties Law of the
Civil Administrative Code of Illinois is | ||||||
7 | amended by changing Section 2310-650 as follows: | ||||||
8 | (20 ILCS 2310/2310-650) | ||||||
9 | Sec. 2310-650. Influenza vaccination program. The | ||||||
10 | Department of Public Health may require certified local health | ||||||
11 | departments with jurisdiction over areas with more than 500,000
| ||||||
12 | residents and any facility licensed by the Department to | ||||||
13 | implement an influenza vaccination program that ensures that | ||||||
14 | the health care personnel employees of the facility are offered | ||||||
15 | the opportunity to be vaccinated against seasonal influenza and | ||||||
16 | any other novel or pandemic influenza viruses as vaccines |

1 | become available. | ||||||
2 | Nothing in this Section prohibits certified local health | ||||||
3 | departments and any facility licensed by the Department from | ||||||
4 | implementing more stringent influenza vaccination policies, | ||||||
5 | strategies, or programs, including a mandatory health care | ||||||
6 | personnel influenza vaccination program that contains measures | ||||||
7 | to protect patients from potential exposure to influenza and | ||||||
8 | improve health care personnel vaccination rates that are | ||||||
9 | consistent with existing law and rules. | ||||||
10 | The Department may adopt rules setting forth the | ||||||
11 | requirements of the influenza vaccination program , along with | ||||||
12 | exceptions for personnel who may be exempt for medical or | ||||||
13 | religious reasons. Medical exemptions shall be consistent with | ||||||
14 | current guidelines issued by the Centers for Disease Control | ||||||
15 | and Prevention. General philosophical or moral reluctance to | ||||||
16 | influenza vaccinations is not a sufficient basis for an | ||||||
17 | exemption .
