| 1 | AMENDMENT TO HOUSE BILL 2912

| 2 | AMENDMENT NO. ______. Amend House Bill 2912 by replacing | ||||||
| 3 | everything after the enacting clause with the following:
| ||||||
| 4 | "Section 1. Short title. This Act may be cited as the | ||||||
| 5 | School Bus On-The-Shoulder Pilot Program Act. | ||||||
| 6 | Section 5. Pilot Program. | ||||||
| 7 | (a) Six months after the effective date of this Act, the | ||||||
| 8 | Department of Transportation shall, in cooperation with the | ||||||
| 9 | State Police, develop a 5-year pilot program for the operation | ||||||
| 10 | of school buses on the shoulder of State highways for the | ||||||
| 11 | transportation of students to and from school-related events. | ||||||
| 12 | (b) The Department shall develop the following rules: | ||||||
| 13 | (1) the selection of highways participating in the | ||||||
| 14 | program; | ||||||
| 15 | (2) the hours the school buses may use the shoulder; | ||||||
| 16 | and | ||||||

| |||||||
| 1 | (3) the placement of signage that would indicate the | ||||||
| 2 | times and locations of the school bus shoulder use.
| ||||||
| 3 | (c) The Department shall adopt any rules necessary for the | ||||||
| 4 | implementation of the pilot program. | ||||||
| 5 | (d) Two years after the start of the program, the | ||||||
| 6 | Department shall file a report with the General Assembly which | ||||||
| 7 | shall include, but is not limited to: | ||||||
| 8 | (1) the overall effectiveness of the program; | ||||||
| 9 | (2) the benefits to the State of having school buses | ||||||
| 10 | use the shoulders of State highways for school-related | ||||||
| 11 | events; and | ||||||
| 12 | (3) the cost projection for Statewide use of school | ||||||
| 13 | buses on the shoulder of State highways.
| ||||||
| 14 | Section 10. Repeal. This Act is repealed on December 31, | ||||||
| 15 | 2022.
| ||||||
| 16 | Section 99. Effective date. This Act takes effect upon | ||||||
| 17 | becoming law.".
